As we are bidding to support the U.S. Coast Guard (USCG), Metrics LLC is seeking a highly experienced Project Manager to provide expert acquisition and program management support to the USCG's major and non-major acquisition programs. This position will provide comprehensive Acquisition Support Services, delivering program management expertise and strategic guidance across the full acquisition lifecycle in accordance with DHS, USCG, and public-law requirements.

The Project Manager will lead efforts to ensure acquisition programs adhere to policy, integrate multi-disciplinary team efforts, and successfully coordinate with government stakeholders to achieve program objectives.

Primary Responsibilities

  • Acquisition Strategy & Execution: Provide expert program management and acquisition support, guiding USCG programs through the acquisition lifecycle framework (e.g., MSAM and NMAP) from requirement definition through execution.
  • Policy Compliance: Apply deep, current knowledge of DHS and USCG acquisition policies, processes, and procedures to ensure all program activities are compliant and defensible.
  • Documentation & Reporting: Direct and oversee the preparation of high-quality program documentation, status reports, and briefings for senior leadership and control gates.
    • Ensure availability for and lead monthly progress meetings and status reporting efforts.
  • Stakeholder Coordination: Manage and coordinate closely with USCG and DHS government stakeholders, program offices, and multi-disciplinary teams (e.g., engineering, logistics, finance) to integrate program efforts.
  • Contract Management Oversight: Provide guidance on government contract administration activities, ensuring compliance with contract terms, performance monitoring, and appropriate closeout procedures.
  • Risk Management: Develop, implement, and monitor robust risk management and mitigation strategies across the supported acquisition programs.
  • Guidance & Mentorship: Advise the government Contracting Officer Representative (COR) and Program Manager on issues affecting program execution and provide mentorship and subject-matter guidance to junior acquisition personnel as needed.

Minimum Qualifications

  • Education: Bachelor’s Degree in any field.
  • Experience:
    • A minimum of 15 years of progressive experience in program/project management, with significant experience supporting government acquisition programs.
    • A minimum of 10 years of experience working directly with or for the U.S. Coast Guard (USCG), preferably within an acquisition, procurement, or major program office environment.
  • Expertise:
    • Demonstrated program management expertise in support of government acquisition efforts.
    • Deep, working knowledge of USCG and DHS acquisition policies, processes, and procedures.
    • Familiarity with the Major Systems Acquisition Manual (MSAM) and Non-Major Acquisition Program (NMAP) instructions.
    • Proven ability to manage a multi-disciplinary team and effectively coordinate with government stakeholders.
    • Experience with government contract administration and reporting requirements.
    • Strong understanding of acquisition lifecycle frameworks.
  • Technical Skills: Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and collaboration platforms.
  • Communication: Strong written and verbal communication skills; able to interface effectively with senior government and industry stakeholders.

Preferred Qualifications

  • Certification: Program Management Professional (PMP) or equivalent certification.
  • Acquisition Certification: FAC-C (Professional) or DAWIA Level III in Program Management or Contracting.
  • Prior Roles: Prior experience serving as a Government Program Manager or Deputy Program Manager for a USCG or DHS acquisition program.
  • Technical Knowledge: Working knowledge of USCG specific systems for program tracking, budgeting, or contract management (e.g., FMS, P-Card systems).
