Job Function:

This job is located in the Mount Dora Fire Department and is under the general supervision of the Deputy Fire Chief. Under the direction of the Deputy Fire Chief, this position plans, supervises and coordinates the training activities, and assumes administrative duties as required. In addition, this position will assist the Fire Chief and Deputy Chief in various administrative duties such as preparation of monthly and annual reports, preparation of annual department budget, and special projects as assigned. Work may also include the responsibility of directing and coordinating the activities of multiple fire companies during both training and normal firefighting operations. Work is performed in accordance with departmental regulations, but considerable independence and discretion are applied in the performance of this position. Additionally, this position will assist the Department’s Accreditation Manager in compliance requirements related to Training.

Essential Duties:

  1. Assignments will be field operations, training, administration, or other work units. Positions may be reassigned as necessary to meet the operational need of the Department.
  2. Develops curriculum, outlines, and delivers training using modern instructional techniques and best-practices including PowerPoint and other technology.
  3. Instructs and/or assigns monthly, quarterly, and annual training required by ISO and the Fire Chief / Deputy Chief.
  4. Develops and maintains an annual training calendar.
  5. Develops a comprehensive five-year training plan.
  6. Supervises shift personnel during training evolutions.
  7. Conducts safety briefings prior to and after training.
  8. Conducts post training critiques and evaluations of performance.
  9. Coordinates and facilitates department wide training (Fire, EMS and Rescue).
  10. Develops and administers the Company Fire Officer Development Program.
  11. Administers the Ride-Out-Of-Grade (ROG) training programs.
  12. Administers EMS phase testing, task-books, and promotional assessments.
  13. Facilitates, coordinates, and supervises promotional testing.
  14. Maintains the Records Management System (RMS) as it pertains to ISO and accreditation training requirements.
  15. Validates and enters completed training rosters into Records Management System (RMS).
  16. Produces and disperses monthly training compliance reports.
  17. Oversees the Quality Assurance/Quality Improvement process for both fire and EMS.
  18. Supervises, coordinates and instructs new hire orientation and probationary training.
  19. Facilitates After Action Reviews (AARs) and distributes lessons learned to department members.
  20. Will assist the department's ISO manager including the maintenance of training records, equipment inventories (ISO), Community Risk Analysis, Standards of Cover, Performance Indicators, and Core Competencies.
  21. Assumes a role within the Incident Command System during emergency operations.
  22. Performs other duties as assigned by the Fire Chief/Deputy Fire Chief.

Knowledge, Skills, and Abilities:

  • Knowledge of principles and practices of management necessary to plan, analyze, develop, direct and evaluate fire programs, administrative policies, and fire control problems.
  • Knowledge of City and Departmental Rules, Regulations, and Standard Operating Procedures and Guidelines.
  • Knowledge of training methods, procedures, and techniques.
  • Ability to work, coordinate, and communicate with members of the workforce in the operations of a fire department, in order to deliver the best possible service in the most efficient manner and address the needs and concerns of the members of the workforce.
  • Ability to analyze the effectiveness of the department, and to correlate its development with changing conditions of the Fire Department and the City.
  • Ability to establish and maintain effective working relationships with other Agencies (outside of City), City Departments, property owners, civic groups, and the general public.

Required Qualifications:

  • Bachelor’s Degree in Fire Science, Public Administration, Emergency Management, or related field.
  • Minimum of three (3) years of responsible/progressive Training Program experience
  • Minimum of three (3) years of supervisory or management experience
  • Possess Florida Firefighter Standards Certification.
  • Must possess and maintain valid Florida Paramedic certification, with Lake County Medical Director certification within 1 year of appointment.
  • Must possess and maintain Florida State Fire Instructor III
  • Possess Florida Fire Officer II (Post 2013 Standard)
  • Possess Florida Fire Safety Officer Certification
  • Must possess and maintain Florida Live Fire Training Instructor Certification
  • Must possess and maintain American Heart Association BLS, ACLS, PALS Instructor or be able to obtain within 1 year.
  • Must complete the required National Incident Management System (NIMS) training within 6 months of completion of probationary period. (100, 200, 700, 800)
  • Possess a Valid Florida Driver’s License (needs to meet requirements outlined in the City’s personnel rules and regulations manual, the requirements by the City’s Insurance carrier (at no additional cost or risk), and have an acceptable driving record history determined by the City of Mount Dora.

Preferred Qualifications:

  • Possess Florida Fire Officer III Certification.
  • Possess Fire Inspector I Certification.
  • Possess and maintain Blue Card Incident Command Certification.
  • Possess NFA Executive Fire Officer designation.
  • Possess and maintain CPSE Chief Training Officer Certification.
  • Possess Florida Fire and Life Safety Educator.
  • Possess Florida State Pump Operator Certification.
  • Experience in Fire/EMS/Rescue instruction and instructional design.
  • Complete the National Incident Management System (NIMS) 400.
  • Technical Rescue (Rope, Confined Space, VMR) Operations Level.

Physical Demands:

  • Meet physical requirements as indicated for State Certification.
  • Must endure sustained acts of physical exhaustion and endure period of duty under unfavorable and life threating situations.
  • Ability to drive heavy vehicle and equipment.
  • Ability to heavy lift and carry (50 pounds or more).
  • Acceptable eyesight (with or without corrections).
  • Acceptable hearing (with or without corrections).
  • Ability to communicate effectively both orally and in writing.
  • Capable of reaching, pulling, pushing, balancing, throwing, climbing (including ladders), walking, standing, crawling, kneeling, bending, stooping, jumping, running, and smelling.
  • Must be able to operate power and hand tools, heavy fire apparatus, communications radio, and general office and computer equipment.
  • Requires good physical condition and stamina to work for long periods of time including successful completion of the annual physical ability test. All department personnel are required to pass the “Moderate Field Test,” consisting of a two (2) mile walk in a thirty (30) minute time span carrying twenty-five (25) pounds.

Environmental Conditions:

  • Work is performed under stressful conditions both inside and outside in all weather conditions. Workers are frequently subjected to dangerous situations where personal injury could occur, such as extreme heat, toxic atmospheres, extreme cold, falling debris and communicable diseases. Worker will drive emergency fire apparatus in heavy or congested traffic, inclement weather, on all types of road surfaces, both day and night.
