Halvik is looking for a self-motivated, organized, and detail-oriented Proposal Team Lead to lead our proposal team. The Senior Proposal Manager will work closely with the Director of Proposals, Account Managers, Capture Managers, Executive Leadership, and other corporate support functions (Pricing, Contracts, graphics, etc.) to respond to Defense and Civilian Federal pre- and post-proposal solicitation responses as well as follow-up clarification (EN, IFN, BAFO, etc.) notices. The Proposal Team Lead will be responsible for:

- maintaining the proposal pipeline to include active and upcoming proposal activity, proposal team assignments, and identifying resource needs across solicitation response requirements

- mentoring and training proposal team resources and proposal participants

- communicating proposal team performance to internal team members, external teams, and company leadership

- supporting additional administrative tasks including knowledge management and Teams/SharePoint administration

- end-to-end management of the proposal development process, including pre- and/or final solicitation requirements analysis and response development, production, and delivery

- developing proposal support documents including schedules, outlines, compliance matrices, templates, and color team artifacts

- facilitating proposal solution development sessions and development of proposal strategy artifacts including win themes and discriminators

- scheduling and leading proposal related meetings including kickoff meetings, status calls, and color team debriefs

- ensuring compliance with solicitation response requirements

- writing to management, past performance, resumes, and other non-technical response requirements, as needed

- collaborating and/or coordinating with growth resources, operational resources, corporate functional resources, Government personnel, and external teammates


Required Skills:

- Bachelor's degree

- minimum five years of experience managing proposals in the Federal Contracting space

- strong writing and editing skills

- strong Microsoft Word, PowerPoint, and Excel skills

- experience with GSA and Agency-specific vehicles

- ability to work independently and proactively

- flexibility to work extended hours as needed


Preferred Skills:

- knowledge and experience with IT concepts

- experience with AI tools and processes in proposal development

- experience with graphics software like Adobe Illustrator

- experience with oral presentation development and coaching

- experience with a variety of proposal submission formats such as video presentations and editing
