Position Summary
Performs general administrative and managerial duties as needed to oversee the day-to-day operations and activities of the department; provides administrative assistance to the Chief related to planning, organizing, directing, staffing, and coordinating emergency medical services, fire prevention and suppression activities within the city.
Supervision Received
Works under the broad policy, guidance, and direction from the Fire Chief.
Supervision Exercised
Assumes full responsibility of the fire department in the absence of the Fire Chief. Provides general supervision to Fire Captains, Engineers, Executive Secretary and Firefighters.
Essential Duties and Responsibilities

- Assists to plan, direct, and administer fire prevention and fire suppression programs of the city.
- Recommends and implements programs and program elements, as established by the chief, city manager, and or city council; determines essential resources needed to achieve program objectives and allocates resources to various phases of department operations.
- Recommends changes in fire ordinances and codes.
- Assists in the preparation and administration of department budget.
- Recommends ordering of equipment and supplies.
- Evaluates equipment options, writes specifications, collects and reviews bids, and makes recommendations for purchase, and oversees purchasing processes.
- Assists to monitor expenditures to assure conformity to established fiscal constraints.
- Assist with preparation or writing reports on department activity.
- Develops and coordinates departmental training related to fire prevention, suppression, investigation, emergency medical response and operations, equipment maintenance and hazardous materials handling.
- May serve as member of local emergency planning committee, upon request.
- Exercises supervision over department personnel, assigns and evaluates work, disciplines personnel when necessary.
- Establishes policies, rules and regulations as deemed necessary and expedient for the department; updates and informs personnel of new policy changes and/or procedures.
- Assists with interviewing, screening, and hiring of new department members; supervises and coordinates the training of new personnel.
- Directs departmental emergency response and emergency medical program.
- Participates in and/or delegates investigation of fires (24 hours a day).
- Determines the magnitude and needs of the fire and/or hazardous materials incident to expedite suppression or containment and minimize loss of life or property.
- Performs as Public Information Officer (PIO) when directed.
- Responds to incidents, on a rotating schedule with the Fire Chief.
- When needed, performs as Incident Commander; directs department personnel in the performance of their duties; makes decisions concerning effective fire strategy, water source usage, overhaul, removal of property, and blockading streets or other entrances while a fire or other emergency is in progress for the protection of life or property.
- Upon request, conducts public meetings or issues public notices to inform citizens of fire hazards in the community and activities of the fire department; enforces rules and regulations established for protection life and property; may make presentations to schools and civic groups; develops and maintains good public relations with the community.
- Ensure day-to-day station house maintenance program and general upkeep programs are functioning.
- Oversees the generation of statistical reports, assists with the preparation of state incident reports, etc.; develops data entry as needed to accommodate special needs or projects of the fire department.
- Subject to emergency callbacks and/or mandatory return to duty.
- Performs related duties as required or requested by the Fire Chief.

- Laws, ordinances, codes, and regulations affecting goals, objectives, and department operations.
- Principles and practices of fire prevention and suppression.
- Maintenance requirements and practices of firefighting equipment and apparatus.
- Departmental rules, policies, and regulations.
- City geography and occupancies, and their associated hazards.
- Emergency medical practices, procedures, medications and ambulance operations.
- Principles of supervision and management practices and procedures.
- Budget development and preparation.
- Common fire and chemical hazards and related safety precautions.

- Modern practices related to personnel training, management and motivation.
- Firefighting techniques and equipment.
- Working knowledge of fire and arson investigation procedures.

- Present various options and approaches to problem identification and resolution.
- Acquire and maintain a professional uniform, in compliance with department requirements.

- Analyze situations and adopt a reasonable course of action.
- Work irregular shift hours and participate in staffing pages (Callbacks) as required.
- Maintain physical fitness per department standards.
- Organize and direct the implementation of overall fire department programs and objectives.
- Direct and supervise various levels of professional firefighters.
- Objectively evaluate performance and develop improvement plans when deficiencies are identified.
- Make quick and accurate decisions in emergency situations.
- Develop working relationships with local elected officials, city merchants, subordinates, and the public.
Minimum Qualifications
Education and Experience
Bachelors Degree from Accredited College with a degree in fire science, public administration, or business-related field: Ten (10) years of progressively responsible firefighting experience; Four (4) years of which must have been in a supervisory role, such as a Fire Captain or Chief Officer capacity or closely related.
Certifications and/or Licensures
- Utah Stated Advanced EMT (AEMT) or Paramedic Certified
- Certification for CPR, ACLS, PEPP/PALS, PHTLS
- UFRA Firefighter I & II Certified
- UFRA Hazmat Operations Certified
- Valid State of Utah Drivers License Class D
- NIMS 100, 200, 300, 400, 700, 800
- UFRA Wildland Firefighter I certified
- UFRA Apparatus Drivers Operator-Pumper (ADO-P) certified
- UFRA Apparatus Drivers Operator-Aerial (ADO-A) certified
- UFRA Fire Officer I certified
- UFRA Fire Instructor I certified
Recommended or currently working towards. Pending class/training availability

Physical Demands
While performing the duties of this job the employee is frequently required to sit, talk, hear, and reach with hands and arms. The employee is occasionally required to climb, balance, stoop, kneel, crouch, and smell. Employee will also occasionally be required to perform a variety of physically demanding maneuvers and activities while involved in fire fighting and rescue operations, including running, walking, stooping, bending, rolling, crawling, climbing, jumping, lifting, carrying, dragging, and safely operating assigned equipment and vehicles. Employee must successfully pass medical exam after job offer and periodically through employment.
The employee must be able to frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 200 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
The noise level is usually quiet in office settings and loud at emergency scenes. Work is performed primarily in office, vehicles and outdoor settings. Work is often performed in emergency and stressful situations. Individual is exposed to hazards associated with fighting fires and rendering emergency medical assistance including, but not limited to smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils.
Work can be under a variety of unfavorable conditions including harsh weather, poor or no lighting, extremes in temperatures, all types of weather conditions, electrical hazards and exposure to communicable diseases and blood-borne pathogens in body fluids.
