NOTE: This position is primarily located in Denton and may travel to our Lewisville locations and other office locations within Denton County as required to serve our whole employee population.
Under direction of the Human Resources Manager, the Human Resources Specialist provides key administrative and operational support to the Human Resources team, with a strong focus on recruitment, onboarding, and general HR services. This position is responsible for assisting with a variety of HR functions that support a positive employee experience and ensure efficient HR operations. The ideal candidate is detail-oriented, organized, and eager to contribute to the success of the department while gaining broader exposure to human resources practices.
ESSENTIAL FUNCTIONS

Recruitment & Onboarding
- Coordinate full-cycle recruitment activities including job postings, applicant tracking, interview scheduling, and communication with candidates.
- Support hiring managers in the recruitment process by maintaining timely and professional candidate correspondence.
- Assist with pre-employment background checks, reference verifications, and compliance documentation.
- Prepare and organize materials for new hire orientation and support onboarding logistics.
HR Administrative Support
- Maintain accurate and up-to-date employee records, personnel files, and digital HR systems in compliance with agency policies and regulations.
- Process employee changes such as new hires, terminations, transfers, and benefit updates.
- Respond to employment verifications, unemployment claims, and other routine correspondence.
- Assists the Human Resources Manager with reconciling monthly insurance benefit invoices with payroll deductions to ensure financial accuracy and compliance. Assists with preparing and maintaining requisitions, purchase orders, invoices and check requests.
- Assist with records retention and HR documentation needs for audits and regulatory reporting. Monitors and maintains the department’s scanning protocols. Tracks all agency-required trainings (i.e., IT cybersecurity, annual procurement, etc.), and files documentation in personnel files.
- Responsible for tracking and maintaining HR Dashboard information and other reporting.
Benefits and Leave Coordination
- Support annual benefits enrollment by preparing materials, updating forms, and assisting with data entry.
- Track leave documentation and assist with communication related to FMLA, ADA, and other leave programs.
- Maintains information and entries for TCDRS retirement accounts; benefits programs offered by DCTA, such as medical, dental, vision, FSA and supplemental benefit offerings; and deferred compensation plan(s). Processes employee enrollments, changes and terminations. Maintains and updates plan documents as needed. Maintains information and entries for COBRA program.
Employee Engagement & Programs
- Assist in organizing and executing employee engagement initiatives, wellness activities, and recognition events.
- Participate in the agency’s Wellness Committee and contribute to culture-building programs.
Policy and Compliance Support
- Assist in maintaining and updating HR policies, procedures, and the employee handbook.
- Support data collection and reporting for EEO, workers' compensation, and other compliance requirements.
- Provide assistance with public information or records requests in coordination with leadership.
- Assists with preparation of various human resources and payroll related reports to management and finance as needed, such as for audits or annual reporting.
Team and Departmental Support
- Serve as a backup to the Administration department for office coverage as needed and assist HR Generalists and HR leadership with ongoing tasks and projects.
- Provide administrative support for budgeting, purchasing, and invoice processing within the HR department.
- Participate in HR team meetings and learning opportunities to support continuous development.
REQUIREMENTS TO PERFORM WORK
Knowledge, Skills & Abilities:
· Kronos Payroll System (“UKG Ready”) and/or Tyler Munis experience preferred.
· Working knowledge of HR principles, practices, and employment laws.
· Strong organizational and time-management skills.
· Excellent written and verbal communication abilities.
· High level of attention to detail and accuracy.
· Ability to handle confidential information with discretion.
· Proficiency in Microsoft Office Suite and comfort with HR technologies.
· Establish and maintain effective working relationships with those contacted in the course of work.
· Understand, interpret, and explain department policies and procedures.
· Work independently to perform a variety of functions and manage multiple projects at one time while working in a dynamic environment with changing priorities to meet established deadlines.
· Ability to solve problems timely and effectively. Ability to be resourceful as needed.
· Possess a positive attitude, and practice good judgement, while open to receiving/providing feedback.

EDUCATION AND EXPERIENCE
· Associate’s degree in Human Resources, Business Administration, or related field required; Bachelor’s degree preferred.
· A minimum of two (2) years of experience in a dedicated human resources position within a centralized Human Resources department.
· SHRM-CP/SCP (PHR/SPHR) certification a plus
Special Requirement:
· Hold a current valid Texas Driver’s License or have the ability to obtain one upon entry into the position.
· Must be able to maintain confidentiality and perform work with a high degree of independence and professionalism.
PHYSICAL ACTIVITIES
Physical activity includes, but is not limited to: on a continuous basis, sit at a desk for long periods of time; intermittently twist and reach office equipment; write or use keyboard to communicate through written means; occasionally run errands; lift light weight; reaching above the waist, reaching below the waist, and reaching waist to shoulder to reach inventory on shelves; repetitive motion and fingering when using computer keyboard; talking and hearing when dealing with customers.
