Position Overview
The Payroll Clerk is responsible for compiling and processing accurate payroll data, preparing required reports, and maintaining detailed employee records. This position requires strong attention to detail, confidentiality, and the ability to work independently while meeting multiple deadlines.
Job Requirements
- Ability to type 60 WPM or more
- Working knowledge of computerized payroll systems
- Basic understanding of data processing
- Proficient in operating office equipment (computers, printers, fax machine, copier, 10-key calculator)
- Knowledge of state and federal payroll rules and regulations
- Strong verbal and written communication skills
- Ability to read and interpret documents such as time sheets, payroll forecasts, union contracts, and procedure manuals
- Capable of writing routine reports and correspondence
- Strong math skills (addition, subtraction, multiplication, division, fractions, decimals, rates, and percentages)
- Ability to prepare payroll accurately and meet established deadlines
- Ability to apply common sense understanding to carry out detailed written or oral instructions
- Able to resolve issues within standardized situations
- Proficiency in Microsoft Office
- Ability to work independently and as part of a team
- High School Diploma or GED and three years of related work experience (non-negotiable)
- Must be bondable
- Must be available for a restricted schedule during board meeting preparation and monthly/quarterly/annual reporting periods (non-negotiable)
Job Duties
- Compile payroll data such as hours worked, shift differentials, overtime, taxes, insurance, and dues from time sheets and records
- Review and verify payroll accuracy, correcting any discrepancies
- Prepare quarterly and annual fiscal reports for PERF, state, and federal agencies
- Prepare periodic reports of earnings, taxes, and deductions
- Respond to wage verification inquiries
- Maintain and update records on holiday pay, acting pay, sick time, vacation, and personal time
- Type and prepare correspondence as needed
- Compile and print payroll summaries, overtime reports, and statistical charts
- Respond to employee questions regarding paychecks
- File and organize payroll-related documents and correspondence
- Make general ledger entries for payroll transactions
- Provide data and documentation for audits (State Board of Accounts)
- Perform other duties as assigned by the Business Manager, Office & Reporting Administrator, or District Manager
Responsibility
This position requires detailed, accurate work with minimal supervision. The Payroll Clerk must maintain confidentiality and exercise sound judgment in all payroll-related matters.
Personal Work Relationships
Frequent contact with internal staff, city employees, financial institutions, and governmental agencies.
Physical Demands and Work Environment
All work is performed in an office environment. Must be able to sit for extended periods and perform repetitive tasks such as typing and data entry.
