The Program Manager II at NEEA is the business manager of one or more programs that transform markets for energy efficient products, services, and practices. They are responsible for assuring the overall design, planning, resourcing, and execution of assigned market transformation programs. This role will collaborate with the Manager of Program Management to oversee NEEA’s Heat Pump Water Heater program, which is nationally recognized and represents a significant portion of NEEA’s overall portfolio. The Program Manager oversees the planning, resourcing, and execution of assigned market transformation programs, aligning with the product group strategy defined by the Market Transformation Manager. They work collaboratively to ensure that resources are available and effectively deployed to achieve the business objectives of NEEA's market transformation portfolio. They also coordinate and lead cross-functional team efforts to advance and implement market transformation programs and are accountable for delivering the associated business results.
This position is based in the Portland, OR metro area, with a hybrid work location. We are looking for candidates who can meet the requirement of working at least 2 days per week onsite at NEEA’s office location. Finalists must have eligibility to work in the US as NEEA is not able to provide VISA sponsorship or have remote work outside of the US.
- Salary range: $95,000 - $110,000, exempt
The Typical Day May Include…
- Facilitate communication within program teams to ensure project interdependencies are closely coordinated and that individual project schedules combine to support program milestones and objectives. Identify, escalate and resolve issues resulting from development efforts.
- Serve as champion and spokesperson for assigned programs including attending and presenting at industry events.
- Lead a highly collaborative cross-functional team, modeling effective team behavior. Leverage the functional excellence, strengths and capabilities of team-mates (i.e. rely on the market research and evaluation lead for market research expertise).
- Coordinate with extra-regional/national partners to align goals and increase market influence.
- Measure and report progress toward business objectives: set, track, and report metrics.
- Prepare and manage the annual Budget and Operations Plan; update financial forecasts and drive corrective actions.
- Use market research and data to modify program designs and meet objectives.
- Issue RFQs and RFPs and hire and manage function-specific contractors to implement program activities and projects to achieve program objectives.
- Prepare program risk plans and oversee their implementation.
- Ensure program documentation is timely and complete, transparent and easy to understand, and that all claims and assumptions are appropriately supported and documented.
Supervisory Responsibilities:
- This position has no direct supervisory responsibilities over NEEA staff but leads a team of experienced subject matter experts responsible for developing and implementing projects that support program objectives. Responsible for managing contractors to implement assigned projects. The incumbent provides lead direction and guidance to program team and contractors.

- Market & Industry Awareness: Understands energy, utility, and energy efficiency industries, market dynamics, and economic factors.

- Problem Solving Skills: Proficient in identifying and resolving complex problems, analyzing information, and developing alternative solutions.
- Customer Service Skills: Manages stakeholder situations effectively with direction, responds promptly to needs, and builds strong relationships.
- Financial Management: Understands contracting best practices.
- Technology: Proficient in Microsoft Word, Excel, SharePoint, PowerPoint, Salesforce and project management applications such as Asana.
- Team Skills: Strong team builder, working collaboratively across multifunctional teams, and resolving issues proactively.
Your Experience, Education, and Skills:
- A minimum of 5 - 7 years of experience managing complex programs in a team environment. New product development experience a plus.
- BA/BS Degree with major course work in business, economics, engineering and environmental studies; MBA or related degree a plus.
- Experience managing programs comprised of multiple projects required.
- Experience managing contracts and contractors to achieve project objectives required.
- Experience and knowledge in efficient water heating is strongly preferred.
- Strong investigative and exploratory skills required.
- Ability to prioritize competing demands from various internal and external clients.
- Ability to do a combination of communications, coordination, documentation, and detailed technical work in a fast-paced environment.
- An equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties will also be considered.
