ABOUT THE ROLE
The ideal RTM Systems Engineer combines systems engineering discipline with hands-on expertise in JIRA and Confluence to ensure accurate taxonomy, traceability, and synchronization across complex development efforts. This role requires someone who thrives at the intersection of governance, technical rigor, and coordination across multiple programs and stakeholders.The RTM Systems Engineer creates and maintains accurate records in JIRA and Confluence of past, existing and planned development work in the form of Solution Epic Light Weight Business Cases, Solution Epic Minimum Viable Product Functions, Program Epic Light Weight Business Cases, and Program Epic Minimum Viable Product Functions and Features.
DUTIES
- Ensures all elements of this taxonomy are linked correctly in parent-child relationships and that all dependencies are reflected in the appropriate JIRA fields, along with the correct Tags and Labels for each record.
- Ensures that all team members operate on a set of common principles: a fixed schedule, an increment every two weeks, a common PI length, a known velocity using SAFe Core Values, face-to-face PI planning, a demonstrated capability at the end of each development segment, a well understood and consistent cadence and monitoring of all testing schedules.
- Creates and maintains documentation detailing all dependencies and inter-relationships between development activities/release trains and other-than release trains. Maintaining awareness, tracking, and coordination of these inter-dependencies and required capabilities is critical to overall success.
- Ensure associated risks and opportunities are entered and tracked in the Office/Contract's Board that tracks risk and opportunities of the overall office.
- Coordinates with Product Owners and Feature Support Engineers and schedule/conduct RTM meetings and review/approval boards for each development cycle including Sprints and Program Increments. These boards will be required for preparing and orchestrating features for future execution and demonstrating capability for those features that have already been accomplished and need Government approval prior to the next step in fielding new capability.
- Coordinates with other Agency's capabilities and offices where we are leveraging their existing services and adding capability to their baseline. To this end, the Contractor shall support all management activities to synchronize development activity with the other Agency's Program Office and monitor the status of capability backlogs, prioritization, and successful uploads of RTM capabilities to the Agency's operational instance.
- Ensures all architecture and other system documentation is captured in a standardized and available format for supported release trains
- Works at the RTM level to support all Engineering requirements for that particular RTM scope.
- Works with other system engineers under other Release Trains and vendor engineers, along with Government Mission and Product owners to ensure accurate translation of requirements into Program Epics and Features.
Requirements
- Hold an active TS/SCI security clearance
- Bachelor's degree plus four years of experience, or Masters plus two years of experience in Government Program and Information Technology or a related field.
- Experience drafting detailed application program coding specifications.
- Experience working to integrate development efforts across multiple systems/segments.
Desired
- Experience in leading tasks for modifying complex applications programs from specifications and Discrepancy Reports.
The ideal candidate will:
- Possess deep experience configuring and governing JIRA/Confluence records, enforcing parent-child relationships, applying standardized tags/labels, and ensuring end-to-end traceability.
- Demonstrate skill in translating requirements into Solution/Program Epics and Features, with well-defined acceptance criteria and alignment to SAFe/RTM practices.
- Have experience tracking dependencies and risks across release trains, using JIRA linkages, dependency boards, and regular reviews to resolve issues before they impact delivery.
- Be adept at synchronizing documentation across trains and systems using Confluence templates, macros, and standardized workflows to maintain a single source of truth.
- Support architecture and system reviews by developing and maintaining ADRs, interface specifications, and non-functional requirements documentation.
- Understand cross-program and external system coordination, ensuring requirements and dependencies are aligned with other Agency programs and partners.
- Apply automation, reporting, and auditing techniques to monitor compliance, enforce taxonomy rules, and ensure data integrity across systems.
- Be experienced in training and coaching teams—providing guides, standards, and workflow checks to drive consistent, compliant recordkeeping and requirements management.
- Demonstrated understanding of SAFe Agile constructs (Solution Epics, Capabilities, Features, etc.) to support Release Train Management alignment.
- Excellent communication skills to support enterprise-wide synchronization, status reporting, and collaboration with leadership and stakeholders.
- Experience supporting the National Geospatial Intelligence Agency.
