Position Summary:
Oasys is seeking a mid-level Business Analyst to join a high-impact federal government Enterprise IT Testing program dedicated to strengthening national cybersecurity and critical infrastructure resilience. In this role, you will provide essential analytical support, collaborate with diverse stakeholders, and contribute to the planning and evaluation of strategic initiatives. You will be a key team member responsible for developing clear, actionable insights and documentation that drive program success, coordinating program activities, and enhancing communication across multiple organizational levels.
Primary Responsibilities:
- Work closely with Oasys PM, Test Lead, and Government PM on current and future program objectives.
- Assist program leadership in planning, developing, and executing program activities.
- Prepare, format, and maintain records, including meeting minutes, action items, follow-up communications, and other documentation.
- Apply quality control procedures to ensure clarity and accuracy in all documents.
- Facilitate and prepare input for PM briefings, summarizing program activities and outcomes.
Skills and Qualifications:
- Able to succeed in a highly dynamic environment that features evolving customer priorities, overlapping task schedules, and stakeholders that operate at multiple skill levels.
- Documented ability to work directly with Federal staff (through GS-15) daily.
- Assist with the government implementation of its Section 508 Compliance program.
- Demonstrated proficiency in analyzing complex data, identifying trends, and interpreting findings that inform decision-making.
- Adept at using analytical frameworks to assess program performance and evaluate outcomes for strategic insights.
- Exceptional technical writing skills with experience developing & reviewing comprehensive reports, meeting summaries, memoranda, and white papers.
- Create project-related document templates and provide quality review on contract deliverables based on those templates: RFP submissions; project processes; project schedules; task-specific Level of Effort submissions; test plans; test reports; and application suitability reports.
- Proficient in developing and updating business processes, and their subordinate documentation: guides, templates, workflow diagrams, training artifacts, and presenting training sessions.
- Skilled at interpreting and translating government-provided system documentation (including written requirements, data flows, design artifacts, etc.) in support of application testers.
- Develop, organize, and maintain SharePoint repositories containing both team-internal and customer-facing project documentation.
- Participate in customer-run control boards and planning forums.
- Strong verbal and written communication abilities to convey complex information to stakeholders and team members.
- Strong organizational skills with the ability to manage multiple tasks, set priorities, and meet deadlines in a dynamic environment.
- Experience working under both structured timelines and unstructured tasks, applying quality control processes, and ensuring successful completion of deliverables.
- Ability to anticipate project needs and prepare "look-ahead" schedules, ensuring alignment with long-term program goals.
- High attention to detail, particularly in tracking, recording, and analyzing program data.
- Proactive approach to identifying issues and providing practical solutions.
- Skilled in taking initiative and working independently when needed, while also effectively contributing to team-based efforts and collaborations.
- Excellent teamwork and interpersonal skills.
Required Education and Experience:
- Minimum of seven (7) years of experience in business analysis, program support, or a related field.
- Bachelor's or Master’s degree in Business Management. Additional work experience is acceptable instead of a degree.
- Extensive Microsoft tool suite experience:
- Expertise in managing document repositories using Microsoft SharePoint.
- Adept in creating/maintaining documents using Microsoft Word, Excel, and PowerPoint.
- Experience as a ServiceNow Implementer, BPA, or Support Specialist.
Preferred Experience:
- BA-related Professional certifications: PMI, Scrum Alliance, Six Sigma, ASQ, or IIBA.
- Experience in one or more of these technical fields:
- Section 508 Program implementation
- Project planning
- Software test management
- Software testing.
- Familiarity with critical infrastructure protection, national security policies, or related federal priorities enhances this role’s effectiveness.
- Knowledge of federal program management processes, including budget and performance tracking, is a plus.
Clearance Requirements:
- Must be a U.S. citizen.
- Must be able to obtain and maintain U.S. Public Trust clearance.
Work Location:
- Customer site, Washington DC.
