HR & Payroll Manager

We are seeking for a Full-Time, detailed oriented, highly skilled and experienced Human Resources to join our team. As the HR and Payroll manager, you will play a crucial role in managing all HR functions and providing support to all employees. This is an excellent opportunity for someone who is passionate about payroll management, conflict resolution, and ensuring compliance with employment laws and regulations.
Responsibilities:
- Prepare and process weekly payroll for multiple companies, union and non-union employees
- Process and submit all project related certified payroll reports (weekly), EEO, DBE/SBE, LCPTRACKER. Ensure and stay up-to-date with all applicable compliance laws and regulations.
- Maintain current knowledge of federal, state, and local, tax, wage and hour laws
- Oversee the full cycle of talent acquisition, including sourcing, screening, interviewing, and onboarding new employees
- Provide guidance and support to managers and employees on HR policies, procedures, and best practices
- Maintain accurate employee records and ensure data integrity in HR systems
- Assist with the development and implementation of HR programs and initiatives.
- Ensure workplace safety by promoting OSHA guidelines and conducting regular safety training
- Manage company benefits, recruitment, and Employee Policy manual

Requirements:
- Experience with construction union agreements and rules
- Experience with prevailing wage jobs, certified payroll and union reports
- Familiar with HR and wage laws and requirements
- Attention to detail, strong organization skills, and ability to multitask
- Capable of working with minimal supervision
- Ability to maintain confidentiality while safeguarding sensitive employee and compensation information
- Excellent Verbal and Written communication skills
- Proficient with Microsoft Office suite (Outlook/Excel/Word), specifically Excel
- Sage and Foundation familiarity are desirable but not required.
- Bachelor's degree in Human Resources or related field
- In-depth knowledge of HR policies, procedures, and best practices
- Familiarity with employment laws such as FMLA, OSHA, etc.
- Excellent problem-solving skills with the ability to handle complex employee relations issues
- Construction experience required (Federal, OCIP, EEO, DOT, CPR, Unions, Job Cost Coding)
- Construction Payroll: 5 years experience
- In person Monday to Friday, 7:30am to 5pm
