Allied Technologies and Consulting (ATC) is a small business specializing in government contracting. We are seeking a Proposal Manager/Business Analyst to lead the end-to-end process of developing and submitting high-quality proposals in response to federal Requests for Proposals (RFPs). This role is critical in a small team environment, where you'll collaborate closely with technical experts, executives, and external partners to create compelling, compliant bids that drive business growth. The position acts as the project manager for each proposal effort, ensuring timely delivery while managing resources effectively and participates in the business opportunity identification and data administration. This position will be located primarily in Frederick, MD in a hybrid environment with an expectation of approximately 3 days per week in the local corporate office.
Key Responsibilities
- Analyze RFPs, RFQs, and other solicitation documents to develop detailed compliance matrices, proposal outlines, and schedules, ensuring all requirements are addressed.
- Lead proposal planning, including kickoff meetings, storyboarding, and color team reviews (e.g., pink, red, gold) to refine content and strategy.
- Coordinate proposal response, to including writers, subject matter experts, and graphic designers, to gather input and produce cohesive proposal sections.
- Assist with proposal recruiting efforts to include developing job requisitions based on RFP requirements, evaluating resumes, and screening personnel.
- Manage and qualify opportunity data within an AI tool.
- Translate complex technical and management information into clear, concise, and persuasive narratives that aligns with customer needs and evaluation criteria.
- Administer the production process, including writing, editing, formatting, and graphics, to ensure proposals are compliant, error-free, and visually appealing.
- Develop proposal graphics to include flowcharts, organizational charts, process diagrams, and cover pages.
- Manage proposal timelines, deadlines, and resources to ensure on-time submission, while mitigating risks in a fast-paced, small business setting.
- Conduct post-submission activities, such as orals preparation, debrief analysis, and lessons learned to improve future proposals.
- Maintain proposal libraries, templates, and boilerplate materials to streamline processes for recurring bids.
- Support business development by identifying opportunities and contributing to capture strategies.
- Apply knowledge of a variety of contract types including Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), and Firm Fixed Price (FFP) to assist with management, recruiting, and pricing strategies.
- Stay abreast of current government procurement climate to include preference for small businesses, use of government-wide acquisition contracts and Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
Qualifications and Skills
- Bachelor's degree in Business, English, Communications, or a related field; advanced degree or certifications (e.g., APMP) preferred.
- 5+ years of experience in proposal management, preferably in government contracting or federal acquisitions, with a proven track record of winning bids.
- Strong understanding of FAR/DFAR regulations, RFP structures, and government evaluation processes.
- Excellent project management skills, with proficiency in tools like AI, Microsoft Office Suite, Adobe Acrobat, and proposal software (e.g., Privia, SharePoint).
- Superior writing, editing, and communication abilities, with attention to detail and the capacity to work under tight deadlines.
- Ability to thrive in a small business environment, wearing multiple hats and adapting to resource constraints.
- Experience leading virtual teams and managing subcontractors or partners in joint proposals.
