POSITION SUMMARY
The Administrator of Behavioral Health is responsible for providing direction to, maintaining compliance for, and establishing procedures and process for Behavioral Health service areas. These areas include: CCHS Behavioral Health Screening, Handoff Protocol, Scheduling, Population and Quality Goals, and Operational Support for Licensed Behavioral Health Consultants, Social Workers, Psychiatric Nurse Practitioners and clinical trainees.
- KEY RESPONSIBILITIES Works in conjunction with Health Center Site Managers to ensure their work accomplishes the mission of CCHS in regards to mental health. Specifically, responsible for ensuring the appropriate execution of case management, health support and education as dictated in conjunction with the Chair of Behavioral Health at CCHS.
- Behavioral Health Service Area
- Monitors revenue stream and, in coordination with billing department, identifies ways to maximize revenue per patient encounter.
- Regularly reviews and recommend changes in program services to meet client needs with particular emphasis on services for underserved populations, coordination of quality improvement functions for department including assessment of applicable legal and professional requirements, and other quality measures.
- Troubleshoots problems with charting through root-cause analysis and development of new guidelines to assist behavioral health services staff in optimal service documenting/billing practices. Completing regular audits of BHC documentation and offering recommendations for improvement.
- Helps to develop and maintain mental health/psychiatry referral process by creating list of referral options and maintaining communication flow with community contacts. This includes assisting BHCs with hospitalization and follow-up for high risk patients.
- Makes recommendations on quality improvement measures based on current best- practices.
- Evaluates productivity, quality needs, and provider well-being and makes suggestions for adjusting provider schedules
- Monitors records requests and provides follow-up as needed.
- Participates in strategic planning for program development with Chair of Behavioral Health and Chief Operating Officer.
- Administers grant and contract rules and requirements applicable to the delivery of behavioral health services. Monitor performance of behavioral health services staff to ensure productivity/quality standards are consistent with funding requirements.
- Stays up-to-date on trends in standards of practice for behavioral health providers. Provides assistance in (directly or indirectly) training staff in necessary protocols,
diagnosis and treatment methods, and clinical intervention strategies for quality behavioral health service delivery.
- Collects and analyzes data from various sources to evaluate programs and determine need for additional educational programs for communications
- Identifies potential mental and behavioral health patients who have not yet been connected to treatment at CCHS.
- Assists with coordination of possible independent mental health facility licensure.
- Supports the BH training coordinator and Chair of BH in supporting the clinical training program.
- Works with the COO to develop partnerships, collaborations and referral arrangements for the provision of social support and care management services with churches, community agencies/organizations/ ministries, hospitals, health plans, and schools among others.
- Assists in seeking funding opportunities to support the activities of the department through local foundations, as well as state and federal funding opportunities. Develops and maintains contacts with such agencies to obtain programmatic guidance
- Participates in the development of the budget, goals and objectives of the department and provides consistent communication to the COO ensuring progress toward agreed upon objectives.
- Develops policies and procedures designed to guide the activities of the department and functional areas.
- Responsible for performing other duties as assigned.

POSITION REQUIREMENTS
Education: Master’s Degree in Public Health, Social Work, Health Administration, or related field.
Experience: Requires 3-5 years of related progressively more responsible experience; strong verbal and written communication skills; previous experience reading business reports and working with budgets; working knowledge of computers and typical business software applications.
Licenses or Certifications: None required; LCSW or related credential preferred.

Approximate percentage of time incumbent spends in “on-the-job” travel, excluding commuting to regular work location: approximately 50% of time in clinics, 50% in administrative work site. Travel may occur daily between locations.
Working Conditions: Position requires frequent travel between clinics and administrative offices; hybrid office/clinic environment.
