Job Title: HR Specialist II - United States Capitol Police- (USCP)

Location: Washington, DC/ United States Capitol Police- (USCP)

Contract: United States Capitol Police/ Washington, DC

Period of Performance: (1) base year and four (4) option years

Start Date: TBD (possibly end of August or September 2025)

Note:

Salary: Compensation up to $53.13 per hour (compensation may be subject to change)

Additional:

HR Specialist must have recent technical federal experience level of three (3) to five (5) years in

staffing.

Degree in HR or related field strongly preferred.

Must have subject matter expertise in Federal staffing and merit promotion rules and regulations

Prior experience as an HR Specialist in the Executive or Legislative branch highly desired/helpful

Work Shift: 8:00 AM – 5:00 PM, Monday–Friday

Job Description

The United States Capitol Police (USCP) is responsible for protecting Congress, its legislative processes,

members, staff, visitors, and facilities from crime, disruption, and terrorism.

The purpose of this effort is to provide broad-based management, human capital services, and contracting

support services in support of the mission of USCP, and ensure a mutual understanding of the objectives,

roles, responsibilities, and timeframes related to the Human Resources management efforts provided by

OHR and OAM as it strive to provide world-class customer service to the USCP workforce as a valued

business partner within USCP.

The HR Specialist II may provide assistance to the OHR Information Technology group in carrying out human resources information systems activities within OHR. To assist OHR with HRIS operations, including reporting, interfacing with third-party payroll systems, garnishments, data entry, time and attendance monitoring and oversight, and payroll processing.

  • Assist the HRIS Manager with projects that have a broad impact on the USCP. Designs, develops, modifies, and/or implements complex automated HR data processing and networking system solutions that provide decision-making information support related to HR management programs.
  • Provides technical expertise and support through the development, implementation, and support of automated systems.
  • Analyzes, develops, evaluates, advises on, and improves HR work methods and procedures through automation.
  • Determines actions required to resolve current or potential problems in the areas of systems operation and report generation, and initiates corrective action with appropriate staff.
  • Produces complex analyses and written reports; organizes special committees and workshops, initiates program reviews; and develops or fosters cross-agency activities.
  • Produces recurring and ad hoc reports and statistical information for personnel, payroll, workforce, budget, and accounting purposes.
  • Supports the development, testing, and implementation of HRIS systems and related processes.

Qualifications

  • The HR Specialist must have recent technical federal experience at a level of three (3) to five (5) years in staffing.
  • Degree in HR or related field strongly preferred.
  • Must have subject matter expertise in Federal staffing and merit promotion rules and regulations.
  • Prior experience as an HR Specialist in the Executive or Legislative branch is highly desired/helpful.
  • The HR Specialist II must possess subject matter expertise in federal regulations related to processing the full range of personnel actions and related documents.
  • Must have exceptional organizational skills and be able to juggle multiple priorities.
  • Excellent writing skills with specific attention to detail.
  • Excellent customer service skills.
  • Flexibility with their approach to the delivery of work.
