Job Description
This role leads and coordinates multiple active construction projects across U.S. and international locations, with a focus on federal and Department of Defense programs. The Construction Manager provides PMO-level oversight of schedules, budgets, and operations, and serves as the primary support resource for internal Project Managers. This position acts as a key liaison between U.S.-based teams and international teams, interfaces directly with federal government clients, and drives process improvements to support a growing, high-impact construction program.
Responsibilities
- Oversee and coordinate multiple active construction projects across U.S. and international locations, ensuring alignment with program goals and contract requirements.
- Provide program and PMO-level oversight for all projects, including schedule management, budget tracking, and operational performance monitoring.
- Serve as the primary support resource for internal Project Managers across all programs, offering guidance, problem-solving, and strategic direction.
- Act as a liaison between U.S.-based teams and international teams, particularly in the Philippines, to ensure consistent communication and project execution.
- Interface directly with federal government clients, including agencies such as the Navy, USACE, and the Department of Energy, to maintain strong relationships and address project needs.
- Support bidding efforts by contributing to proposals, estimates, and project plans for new federal and DoD construction opportunities.
- Lead project setup activities, including defining execution plans, establishing processes, and aligning stakeholders on scope, schedule, and budget.
- Ensure clear, accurate, and timely communication across internal teams, international partners, and external stakeholders throughout the project lifecycle.
- Identify process improvements across programs and drive operational efficiency, standardization, and best practices within the organization.
- Support company operations related to scaling project environments, including implementing systems and structures to manage growth.
- Collaborate with leadership to shape program strategy, refine PMO frameworks, and influence decision-making for federal construction initiatives.
- Provide guidance and leadership to multiple stakeholders, fostering collaboration and accountability across projects and teams.
Essential Skills
- 10+ years of construction project management experience, preferably with complex, multi-site programs.
- Strong experience supporting federal and Department of Defense construction projects, with NAVFAC experience highly preferred.
- Demonstrated background working with government agencies and a solid understanding of federal contracting environments.
- Proven experience operating at a program or PMO level with multi-project oversight responsibilities.
- Ability to lead, influence, and support multiple stakeholders across concurrent projects and geographic locations.
- Strong client-facing communication skills with the ability to interface effectively with government stakeholders, including the Navy and other federal agencies.
- Experience in federal government construction project management, particularly DoD and NAVFAC programs.
- Program and PMO-level oversight capabilities, including schedule, budget, and operational alignment.
- Excellent written and verbal communication skills to ensure clear, accurate communication across teams and stakeholders.
Additional Skills & Qualifications
- Degree in Construction Management, Engineering, Architecture, or a related field preferred.
- Experience working internationally or with offshore teams, with experience collaborating with teams in the Philippines considered a strong plus.
- background with Navy, NAVFAC, or similar federal construction programs.
- Experience supporting company operations or helping scale project environments in a growing organization.
- Ability to thrive in a startup-like environment with high visibility, strong leadership access, and significant influence.

Work Environment
The role is currently based in a hybrid work environment, with an anticipated transition toward primarily onsite work in San Diego. The position requires flexibility to support global teams across multiple time zones, particularly coordination with international teams in the Philippines. Occasional international travel to the Philippines, a few times per year, is expected to support project oversight and team collaboration. The environment offers a startup-like atmosphere with high-impact responsibilities, close access to leadership, and opportunities to influence processes, strategy, and the scaling of a federal construction program.

This is a Permanent position based out of San Diego, CA.
Pay and Benefits
The pay range for this position is $130000.00 - $160000.00/yr.
Standard benefits package (details to be provided) Discretionary bonus based on company performance
