POSITION DESCRIPTION

The Subcontracts Administrator 3 position involves overseeing the management of subcontracts, ensuring compliance with regulations, and collaborating with various stakeholders to achieve project goals. This role requires a thorough understanding of contractual obligations, excellent negotiation skills, and a keen eye for detail. The Subcontracts Administrator 3 is responsible for drafting, reviewing, and negotiating subcontracts and procurement agreements, monitoring subcontractor performance, and maintaining detailed files for all subcontracts and procurement agreements. They also coordinate with project managers to understand project requirements and timelines, resolve issues or disputes, conduct regular audits, and prepare reports on subcontractor performance and contract status. The ideal candidate for this position will have a Bachelor’s degree in Business Administration, Supply Chain Management, or a related field, experience with contract management software and procurement systems, and strong organizational, communication, and negotiation skills. The Subcontracts Administrator 3 will also be expected to mentor junior Subcontracts Administrators and engage with management to develop process improvements.

This is a full time on-site role based out of our St. Louis office in Hazelwood, MO, and will work four 10-hour days, Monday through Thursday from 6:30 AM - 5:00 PM.


Responsibilities/Duties

WHAT YOU'LL BE DOING

  • The successful candidate will work closely with HGL project and program managers, as well as other members of the contracts and procurement team, and Government contracting personnel to administer subcontracts from solicitation through subcontract closeout.
  • Will be responsible for the procurement of services and administration of subcontracts in accordance with federal procurement regulations, public law, Uniform Commercial Code (UCC), and the highest standards of good business practices.
  • Will work with project managers to identify and procure subcontractor resources, equipment, and supplies associated with project technical and contract requirements.
  • Will be responsible for reviewing subcontractor scopes of work in addition to evaluation of proposals and issuance of subcontract terms and conditions.
  • Will be responsible for ensuring procurement and subcontracting opportunities comply with applicable base contract, task order, and FAR requirements in a CPSR compliant environment.
  • Responsibilities will include compliance with subcontract consent requirements, drafting consent submittal requests for submission to the Government, and tracking when consent thresholds limitations, managing and negotiating subcontract changes and subcontract closeout, as well as other government contracts reporting and compliance efforts.
  • Preparation of Invitation to Bid / Request for Proposals.
  • Review of Subcontractor / Supplier proposals.

Required Skills

WHAT YOU NEED TO BE SUCCESSFUL

  • Minimum of 6 years of experience performing the duties of a procurement/subcontracts specialist for federal government clients as well as experience in cost reimbursable, time and materials, fixed unit rate, and firm fixed price subcontracting.

  • Microsoft Office – You are proficient in Microsoft Office and have advanced skills with Excel, Word and Adobe Professional.
  • Bachelor’s degree in Business Administration, Accounting, Finance, Project Management, or related area, or a demonstrated equivalent combination of education, training and related experience.
  • Working with and maintaining confidential information.
  • Strong technical writing and documentation.
  • Ability to conduct and supervise subcontract evaluations and negotiations.
  • Working knowledge of federal, state and local labor laws and wage determinations (including union labor).
  • Ability to work in a self-directed fast-paced results-oriented environment as well as a positive contributor in collaborative team.

Preferred Skills

WHAT YOU NEED TO STAND OUT – Preferred, not required

  • Experience with various types of contracts, including Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFPLOE), Cost Plus Fixed Fee (CPFF), Time and Materials (T&M) and Indefinite Delivery Indefinite Quantity (IDIQ) is a plus.
  • Experience with government subcontract file documentation, CPSR requirements, and the proposal process for federal acquisitions is a plus.
  • Ability to research and identify local regional resources for equipment, supplies and subcontracted services is preferred.
  • Extensive experience focused on government contracting including AE and construction contracting, including commercial subcontracts review/negotiations, management of change orders, review of leases and licenses and other commercial agreements.
  • Understanding of FAR/DFAR/EFARR compliance requirements and procurement procedures.

The salary range for this position ranges from $77,297 - $115,945. This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills.
