Job Summary:
Administer and oversee the Wastewater Pretreatment Program to prevent and control hazardous or toxic substances from being introduced into the sanitary sewer collection system. Inspect all industrial and commercial waste discharges to ensure compliance with local, state, and federal regulations. Demonstrate administrative tasks and skilled analytics in managing the District's Pretreatment Program and finding areas for improvement. Monitor, update, and assist with the setting of commercial and industrial sewer surcharge rates. This position plays a crucial role in protecting the environment and public health by managing and enforcing wastewater discharge regulations, while fostering cooperation and compliance among industrial and commercial dischargers.
Essential Duties and Responsibilities:

Responsible for conducting and implementing the District's Pretreatment Program including: research, review, investigate, collect and analyze data to assist in decision making for the wastewater department to reduce the District's wastewater discharge strength (BOD, TSS, and FOG) delivered to the District's interceptor. Conduct research and comparative analysis of wastewater strength data from other agencies to benchmark against the District's sewer discharge characteristics Maintain proper record keeping of inspections, lab results, dye testing, and cleaning notices issued. Prepare, review and approve written correspondence, technical reports, board reports, and procedures with data collected and analyzed.
Lead Program Strategy and Compliance: Oversee and ensure compliance with the District's Plan and Program. Continuously refine and advance the program's strategic direction to improve performance, outcomes, and alignment with the District's broader vision to reduce system contaminants. Routinely evaluate and evolve program methodologies to maximize both customer and environmental benefit.

Provide support and organization for the District's Wastewater Pretreatment Program, under the direction of the Director and Division Manager of Wastewater Systems. Plan and coordinate the inspections and sampling of commercial and industrial dischargers with Central Valley Water Reclamation Staff, ensuring sampling schedules are established, communicated, and adhered to. Review and evaluate laboratory sampling results. Coordinate with the Division Manager of Wastewater and the Administrative Services staff in making sure billing and the sewer surcharge rates of all commercial and industrial users are accurate and up to date.
Optimize Billing Rate Structure: In partnership with the Division Manager, Director, and Controller, assess and adjust billing structures to support program goals, drive desired behaviors, and ensure alignment with performance-based financial outcomes.

Execute flow research for Inflow and Infiltration studies, proposed future developments, and discharge limits with the Flow-Dar and Smart Covers. Develop and perform a I&I study to predict the overall impact on the collection systems' average daily flows. Operate and maintain monitoring equipment necessary for the pretreatment Program (Flo-Dar and Odor Logger). Analyze data collected and generate reports for I&I and expected future demand on the collection system to the Division Manager. Aid wastewater staff in the maintenance, inspection, and repair of all District collection system pipelines, and related infrastructure.
Data-Driven Program Improvement: Collect, analyze, and interpret system data to identify trends, performance gaps, and opportunities for improvement. Utilize local and national benchmarking to inform program enhancements across key focus areas (e.g., TSS, BOD, Flow, I&I). Translate insights into actionable strategies, best practices, and promotional opportunities.
- Perform regular site visits, visually inspect grease interceptors, and execute facility dye testing as needed; verifying that all connections are authorized to ensure commercial and industrial users are adhering to the pretreatment guidelines and the District's Section 8 - Wastewater Control Rules and Regulations. Communicate with and educate commercial and industrial users to gain voluntary compliance of wastewater discharge standards through proper maintenance and process procedures, per industry best practices. Review and monitor temporary discharge permitting. Prepare and communicate written correspondence with commercial, industrial users and account/property owners as needed.

Responsible for community education efforts on the District's Fats, Oils, and Grease (FOG) Program, the "3 P's" initiative, and other "Do Not Flush" campaigns through targeted outreach, including flyer distribution, website and social media updates, public presentations, and related communication strategies.
Public Outreach and Behavior Change: Lead the design and continuous improvement of outreach efforts, particularly in the District's FOG program to educate, influence behavior, and deliver documented reductions in system contaminants.
General Qualification Requirements
Prior Work Experience: At least five years of job-related prior experience.
Education and Training: High school diploma or equivalent required. Additional technical training in a related field is preferred.
Licenses, Certifications, Etc.:
- Utah Commercial Driver's License: Class B with Tanker and Air Brake endorsements required.
- Utah State Wastewater Collections Grade IV Certification required.
- Utah State Water Distribution Grade IV Certification required or able to obtain within 12 months.
- Utah State Wastewater Treatment Grade IV Certification preferred.
