The Defense Health Agency Facilities Enterprise (DHA-FE) Health Facilities Planning Support requires programming, planning, operational, and project development support. Health Facility Planners are assigned projects based on geographical regions and workload distribution by the senior CSM leaders.
The Planners are responsible for the ongoing development, maintenance, and facilitation of project development artifacts: (not fully inclusive)
- Program for Design (PFD)
- Project Room Contents (PRC)
- Facility Planning Functional Program (FPFP)
- IM/IT Planning Workbook
- Site Drawings
- Temporary Facilities
- Economic Analysis (EA)
- DD1391 Word Template
- Cost Work Estimate (CWE)
- Site Approval
- Test Fits
These artifacts involve coordination with MTFs, Public Works departments, agents (USACE and/or NAVFAC), DHNs, and other entities.
Requirements:
Qualification:
- Bachelor’s degree in architecture or engineering.
- 3 years of healthcare architecture or engineering planning and design experience.
- 1 year of government healthcare planning and design experience.
- Microsoft Office programs: Word, PowerPoint, Access, Excel, SharePoint and Outlook.
- Experience, working knowledge and executive level understanding of the Military Health System (MHS), the DHA-FE, Defense Health Networks (DHNs) and the Services facility planning organizations.
- Senior level written and oral communication skills.
- Working knowledge of DoD medical space planning and design criteria, DoD space and equipment planning system (SEPS), and industry standards for the planning and design of medical facilities preferred
Responsibilities:
The primary role of the junior health facility planner is to develop and manage a project from inception to 35% design ensuring the integrity of the project. The planning role frequently requires the development of project related scopes of work.
- Advise DHA Facilities Enterprise leadership on business process improvement opportunities regarding integration, operation, and orientation requirements.
- Assist in conducting requirements analysis including population, direct and purchased care workload, healthcare services utilization, review of network adequacy evaluation, and projection of future requirements by product line.
- Assist in preparing scope of work statements for specific project requirements such as traffic studies, transportation studies, and healthcare requirements analysis.
- Assist in participating in diverse planning and project development teams and conduct site visits.
- Assist in presenting facility planning processes and methodology to executive leadership at local, regional, and headquarters levels within DHA.
- Assist in facilitating meetings with leadership generate dialogue regarding future healthcare, operational and facility scenarios.
- Assist the local, regional and corporate leadership with defining facility planning requirements for CONUS/OCONUS sites.
- Assist in developing written and oral responses to requests for information.
- Assist in coordinating timelines, interim products and data collection requirements.
- Work closely with the planning team to ensure customer expectations are met and are reasonable.
- Assist in developing system-wide expertise and ability to review products for consistency, accuracy and compliance with the corporate model.
- Assist in providing input to the team and executive leadership on translating requirements into a comprehensive facility reuse and upgrade requirements.
- Perform quality assurance for draft and final products to ensure they are accurate, consistent and the recommendations are achievable.
- Assist in performing assessment of current facilities and of non-facility and facility alternatives to address identified gaps between facility requirements and current capabilities.
- Assist in making system-wide recommendations.
- Complete monthly status reports of all on-going actions.
- Complete briefings, information papers, and other management materials as required in support of assigned CONUS/OCONUS sites.
- Perform review of facilities-related governance documentation and provide comments and recommended edits, as necessary to align documentation with facility planning best practices.
