Scope of Work:

Serves as on-site HR Manager ensuring compliance with SCA, CBA, and federal labor regulations while supporting the full range of HR functions across contract operations.

Responsibilities:

  • Provide on-site support of daily operations of the Human Resources department, including but not limited to: onboarding and new hire processing, policy and procedure guidance, training and development oversight, and recruitment.
  • Manages or contributes to processes involving employee status and pay changes, offering guidance on personnel-related matters such as general employment inquiries, benefits (e.g., health insurance), FMLA, and short-term disability.
  • Serves as an on-site resource for employees on HR-related issues, facilitates new hire orientation, and coordinates pre-employment requirements with recruiting.
  • Maintains accurate and up-to-date employee records and ensures data integrity across HR systems and databases.
  • Prepares, analyzes, and interprets HR reports to support departmental and organizational objectives.
  • Coordinates with Corporate HR Department for the development and implementation of HR programs and initiatives that enhance employee relations and streamline HR processes.
  • Collaborates with managers and supervisors to ensure consistent communication and application of HR policies, procedures, programs, and compliance with employment laws.
  • Perform other duties as assigned.

Minimum Requirements:

  • Three (3) to five (5) years of experience, including specialized work in government contracting.
  • Strong working knowledge of the Service Contract Act (SCA) and Collective Bargaining Agreements (CBA).
  • Proven ability to handle confidential and sensitive information with discretion.
  • Proficiency in HR Information Systems and Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
  • SHRM and/or HRCI certification preferred
  • Effective written and verbal communication skills.
  • Must be able to satisfactorily complete a Tier 1 Public Trust background check, if required for the position.
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Physical Demands / Work Environment:

  • Ability to sit or stand for extended periods while working at a computer or desk.
  • Frequent use of hands for typing, data entry, and handling paperwork.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
