Town Clerk, City of Welaka – Come join our TEAM in the beautiful town of Welaka. We offer a competitive salary in a small-town work environment.

· Maintaining all Town financial accounts and records.

· Overseeing the processing of fiscal documents, check writing (for accounts payable and payroll) payment of bills, and preparation, analysis, and publication of Town financial statements and reports

· Responsible for compliance with I.R.S. rules and regulations concerning payroll and benefits, and annual reporting

· Utilize the accounting system to update the general ledger, accounts payable, accounts receivable, payroll and bank reconciliations

· Reviewing all checks prior to disbursement

· Providing guidance to department heads on proper procedures for department expenses

· Prepare and submit the annual budget and capital program to the council, and implement the final budget approved by the council to achieve the goals of the town.

· Submit to the council and make available to the public a complete report on the finances and administrative activities of the town as of the end of each month and a full assessment at the end of the fiscal year.

· Make such other reports as the council may require concerning operations.

· Keep the council fully advised as to the financial condition and future needs of the town.

· Provide staff support services for the mayor and council members.

· Handling all areas of human resources such as payroll, employee relations, recruitment, benefits administration, workers compensation, and injuries, and policies and procedures

· Responsible for supervising office staff, creating work schedules, and ensuring smooth day-to-day operations of city hall.

· Scheduling, preparing and taking minutes of monthly town council meetings.

· Responsible for public records requests

· Some duties may be delegated to the assistant clerk with approval from the council

Knowledge, Abilities and Skills

· Knowledge and experience in finance, public administration and communications

· Knowledge of accounting software

· Ability to cooperate and communicate effectively with other Town departments, elected officials and the public

· Ability to perform multiple tasks correctly and efficiently under varying conditions

· Availability of working varying hours for meetings and elections

· Computer skills – from electronic records management to email communications

· Reporting – ability to create clear public reports and relay all information to the public as needed

· Ability to work independently with little to no supervision

· Excellent communication and record-keeping skills

· Knowledge of local government structure and services

· Public sector budgeting and finance principles

· Federal, State and local laws, rules and regulations affecting municipal budgeting

Minimum Requirements

· Minimum of 5 years’ experience in public administration, preferably as a municipal clerk and/or finance manager

· Bachelor’s degree in finance, Accounting, or related field

· An equivalent combination of education and experience may be considered
