JOB DUTIES:
Oversee the development and improvement of Wholesale and Retail electricity markets. Develop plans for design and enhancements to the NODAL market structure, including wholesale and retail electricity market segments. Create rules and designs that support long term viability and efficiency of the market. Lead and support regulatory and stakeholder discussion and solutions around long-term capacity adequacy issues. Develop strategies to attract new development of electricity generation resources and demand response. Manage and delegate tasks to support operating personnel, market participants and the Independent Market Monitor and PUCT. Represent ERCOT in significant matters in area of expertise and responsibility. Exercise control over planning, staffing, budgeting, managing expense priorities, and approving changes to methods and practices for electricity market design and analysis. Manage to budget all functional and operational areas of responsibility. Make financial decisions impacting electricity market design and analysis. Lead the development of new wholesale and retail electricity market design initiatives that promote a healthy long-term deregulated market in the ERCOT region. Direct communications in response to ERCOT Market Participant questions on Market design and development initiatives. Direct preparation of reports and processing of information from market operations systems. Direct development of long-term procedures and system improvements to enhance quality, efficiency, and transparency of market and grid operations in compliance with protocols. Manage and prioritize initiatives for long-term market operations improvements including protocol revision requests and procedures. Direct the development and performance of market studies, evaluation and analysis of results, and recommendations of initiatives. Lead stakeholder discussions to achieve consensus on complex and controversial issues. Prepare O&M budgets and manage within that budget. Maintain a current & expert knowledge of protocols, operating guides, business rules, and NERC & FERC standards. Direct the activities of the Market Design and Development professional team. Guide and participate in the career development of reports. Hire, coach, train and manage the performance of reports. Review and approve timesheets and leave requests and respond in a timely manner to personnel issues.
MINIMUM EDUCATION:
Bachelor's degree in Electrical Engineering, Mechanical Engineering, Industrial Engineering, Engineering Management, or a related discipline.
MINIMUM EXPERIENCE:
Ten (10) years of experience as Market Analyst, Market Development Engineer, Market Development Supervisor, Market Development Advisor or Market Development Manager for electric utility industry.
SPECIAL REQUIREMENTS:
The ten (10) years of work experience must have been gained through employment with one of the Independent System Operators (ISO) operating the electricity market in North America. Five (5) years of the required ten (10) years of experience must have been in a supervisory or managerial position.
OTHER:
May telecommute up to 3 days per week from within the State of Texas.
