Job Title:Public Assistance Construction Control (Temporary - Project Based)
Location: Puerto Rico
Position Overview
We are seeking a temporary, full-time employee to join our team for a defined project-based assignment expected to last approximately 8 to 14 weeks (approximately 4–5 months) from the date of hire. This is a direct-hire, non-exempt hourly position tied to project needs.
Compensation for this role is $30.00 per hour. This is an hourly position, and hours are not guaranteed. Work availability will depend on project demands. Overtime, if applicable, will be compensated in accordance with applicable laws and company policy.
This role requires the use of a personal vehicle and personal mobile phone to perform job duties. Mileage reimbursement will be provided in accordance with company policy, standards, and regulations, at the current GSA-approved rate.
This position is open to local candidates residing in Puerto Rico only. Work will take place at various field locations across the island. Because the work is geographically distributed and field-based, regular commuting to our San Juan office is not required. Candidates must be able and willing to travel throughout Puerto Rico as needed to support project activities.
Employment in this position is temporary and project based. Continuation beyond the defined assignment period is not guaranteed.
Role Summary
The Construction Control position supports construction and infrastructure projects by performing site visits, documenting work activities, reviewing project schedules, and maintaining detailed project records.
The role requires strong communication skills and the ability to interact professionally with contractors, subrecipients, and project stakeholders. A solid understanding of construction processes is essential.
This position plays a critical role in ensuring that project documentation is complete, accurate, and aligned with program requirements, including federal and grant-funded compliance standards. The nature of the incident and applicable category of work may determine the level of technical expertise required. Construction Control personnel may also assist sub-applicants with Quarterly Progress Reports to support ongoing monitoring and compliance.
Duties and Responsibilities:
- Meet with contractors and subrecipients (municipalities, agencies, or PNPs) to document construction information for assigned projects.
- Communicate effectively with representatives from municipalities, agencies, and PNP organizations.
- Review and interpret CPM schedules or alternative construction schedules for each project.
- Conduct site visits to construction projects and document progress accurately.
- Maintain complete and auditable documentation, including the Project Documentation Report, Attendance Sheets, site photographs, and project schedules.
- Update the task tracker on a daily basis.
- Perform data entry in database or spreadsheet platforms.
- Track and record work activities promptly and accurately in the DCMC timekeeping system.
Skill and Abilities:
- Must be able to drive and conduct on‑site project visits.
- Consistently available during standard business hours for scheduled or ad‑hoc meetings.
- Flexible scheduling to accommodate stakeholders across agencies, municipalities, or PNPs.
- Responsive communication to confirm meetings, adjust timing when needed, and ensure all participants are informed.
- Preparedness for on‑site meetings, depending on project needs.
- Interpersonal and relationship‑building skills to engage stakeholders respectfully and foster collaboration.
- Strong organizational skills for managing large volumes of files, correspondence, and project records.
- Ability to maintain audit ready documentation.
- Strong attention to detail in data entry and quality assurance.
- Ability to identify missing or incomplete documentation.
- Proficiency with spreadsheets, databases, and project management tools.
- Strong written and verbal communication skills.
- Familiarity with construction documentation requirements.
- Capacity to work in fast paced disaster recovery environments with shifting priorities.
- Experience maintaining confidentiality and handling sensitive applicant information appropriately.
- Bilingual proficiency in English and Spanish (professional fluency in verbal and written communication).
- Technical & Digital Proficiency with MS Suite, specifically Excel, Outlook, Word, and SharePoint.
- Capable of working independently to complete tasks with minimal supervision, while also maintaining effective technical capabilities.
Experience Required:
- Strong communication and stakeholder‑engagement experience, particularly in environments involving government entities, public agencies, or nonprofit organizations.
- Familiarity with construction schedules, such as CPM or alternative scheduling methods, and the ability to interpret timelines and work sequences.
- Experience preparing auditable project records, including reports, attendance logs, site photos, and supporting documentation.
- Experience working within structured compliance or grant‑funded programs (e.g., FEMA PA or HMGP) is preferred but not required.
Education Requirements:
- Required - High School equivalency.
- Preferred - Bachelor's degree in a related field (Engineering including Civil, Structural, Electrical, Coastal, or Water Resources, Architecture, Construction or Construction Inspections, Costing, Quality Assurance, Environmental Science or Environmental Planning, Historic Preservation, or Insurance).
