Position Overview
The Pricing & Policy Manager is the subject-matter specialist responsible for modeling, drafting, and supporting the administration of CT Plan pricing and licensing policy. The role translates industry requirements surfaced by the CT Plan Operating Committee into well-structured, auditable, and technically implementable pricing schedules and policy documents.
This is a hands-on modeling and drafting role. The Pricing & Policy Manager works closely with the Head of L&RM, the Head of Legal, Risk & Compliance, the Head of Finance, and CT Plan counsel, and supports pricing filings and policy initiatives across their lifecycle — from objective-gathering through publication and ongoing interpretation support.
DataCT operates under the independence, governance, and transparency framework established in the CT Plan and the Administrator RFP. All staff are expected to uphold the independence of the Administrator function, avoid actual or perceived conflicts of interest, and support the governance reporting obligations of the Operating Committee of CT Plan LLC.
Core Responsibilities
Pricing Design and Modeling

Model proposed pricing changes and quantify impact on subscribers and participants (revenue, migration, elasticity, adoption).

Develop scenario analyses and sensitivity tables that support Operating Committee decision-making.

Maintain the pricing schedule, exhibits, and associated calculation documentation.
Policy Drafting and Publication

Draft licensing policies, interpretive guidance, and exhibit language in coordination with Legal.

Maintain the policy library, change logs, and effective-date discipline.

Support RFC cycles, stakeholder reviews, and approval workflows.
Operating Committee Support

Support the CT Plan Operating Committee through research, modeling, and written analysis during pricing and policy initiatives.

Support formal filings with CT Plan counsel and assist with regulator-facing materials as requested.
Policy Implementation and Interpretation

Partner with L&RM Account Managers on policy interpretation for edge cases (e.g., derivative works, redistribution, AI/ML training usage, embedded usage, downstream sublicensing).

Coordinate with Operations, Finance, and Technology to ensure policies are operationally and technically implementable.
Governance, Audit, and Independence

Maintain auditable documentation of all pricing and policy decisions.

Support Licensing Audit remediation and policy clarification where audits surface policy ambiguity.

Uphold independence, transparency, and consistency in all policy work.
Key Performance Indicators

Cycle time from objective intake to published policy or pricing schedule.

Quality of modeling (reduction in post-publication revisions).

Breadth of documented policy coverage; fewer policy ambiguities surfaced in audit.

Operating Committee satisfaction with analytical support.
Qualifications

Seven or more years in market-data pricing, product management, or commercial policy; comparable SIP, exchange, or index-licensing experience acceptable.

Deep familiarity with SIP/CTA/UTP pricing constructs, exchange-data licensing, and market-data industry norms.

Strong financial modeling and written policy-drafting skills.

Bachelor's degree required; advanced degree (MBA, JD, MS Economics, or equivalent) preferred.

Excel (advanced), BI (Power BI, Tableau), CLM (Ironclad, DocuSign CLM), knowledge bases (Confluence, Notion), version control and publication workflow tools.
Location Requirement
This position requires regular, in-person physical presence at DataCT's principal offices in New York City. DataCT's core staff, CT Plan stakeholders, SIP Processors, auditors, and principal service providers are concentrated in the New York metropolitan area, and on-site collaboration is essential to the Administrator function.
Compensation and Benefits

Base Salary Range - $160,000-202,000 (commensurate with experience, qualifications, skills, education, internal equity, and market data).

Eligible for performance-based incentives consistent with the role level.

Compensation is set in accordance with the DataCT Resourcing Experience and Expertise Classification Framework.

About DataCT
DataCT LLC is a Delaware limited liability company headquartered in New York, New York, formed as a single-purpose, independent, member-owned entity to serve as the Administrator of the U.S. Consolidated Tape Plan (the CT Plan). DataCT LLC is responsible for the unified administration of Tapes A, B, and C under the CT Plan, acting on behalf of CT Plan LLC under the Administrator mandate. DataCT is currently engaged under an Interim Services Agreement and is transitioning to the definitive Administrator Services Agreement with CT Plan LLC. The organization is building toward a full operating state of approximately 25 employees and is expected to be fully operational by April 2027.
