West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION
The Environmental Services Manager is responsible for managing the Environmental Services group and coordinating all environmental sampling/monitoring, analytical laboratory interface, data validation, trending, and reporting. Also provides leadership on more complex, technically difficult projects or programs which impact the environment with responsibility for developing site or project compliance strategy and performs as the primary liaison within the company and with regulators. This position is also responsible for acting in the capacity of the Regulatory Strategy Manager as necessary, when delegation is required due to the Regulatory Strategy Manager being unavailable. In addition to being a primary liaison with the regulators, this position also has primary interface with CHBWV senior management and Department of Energy counterparts.
REQUIREMENTS/SPECIFICATIONS
- Education/Experience:
BA/BS degree in Engineering, Natural Sciences, or related science fields or equivalent combination of education and related experience
Eight (8) years of related experience
Four (4) years of directly related experience in a nuclear environment.
- Licenses/Certifications:
- Valid driver’s license required.
- Other Requirements:
- Strong leadership and mastery knowledge of regulatory theories, principles, techniques, polices, regulations, and legal requirements.
- Highly developed organizational skills
- Mastery knowledge of hazardous and radiological transport and New York State monitoring programs and EPA requirements.
- Mastery knowledge of applicable industry specific software applications

MAJOR RESPONSIBILITIES/SCOPE OF WORK
- Maintain a safe and healthy work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
- Implement and adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
- Lead the development of regulatory strategies to support customer expectations for proactive regulatory management and to ensure effective and efficient CHBWV mission execution.
- Serve as primary interface to support DOE in the development and execution of complex regulatory interface and discussions with regulatory agencies.
- Lead technical evaluations and trend analysis associated with environmental data, to include groundwater, surface water, and air monitoring data, and lead the development of timely reports providing the results of environmental monitoring data collection/analysis.
- Serves as a resource and provides technical advice and feedback to managers, senior management, company President, and company customers by conducting formal and informal communications with presentations periodically.
- Participate in forums for briefings to project personnel.
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state of the art practices, and participating in professional societies.
ESSENTIAL FUNCTIONS:
- Develop strategic approaches to most effectively meet regulatory requirements to support efficient project execution.
- Effectively coordinate with DOE to ensure timely and effective communication with regulatory agencies, to include NYSDEC, EPA, and NRC.
- Develop plans and approaches for determining and addressing environmental trends associated with groundwater, surface water, airborne pathways, and DOE requirements for environmental monitoring programs.
- Identify and resolve a wide variety of complex issues and effectively manage projects and special assignments to deliver results on time and within budget.
- Establish priorities, work schedules, control cost and meet deadlines.
- Interpret and follow a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks.
- Direct the work of others, develop, and implement special projects and resources, write procedures and guidelines, and mentor others.
- Develop and execute short-term strategic plans from assignments in terms of desired objectives through independent selection of methods, procedures, and approaches to solutions of the problems to be solved by accomplishing the defined objectives.
- Plan, develop, and carry out strategic short-term programs essential to the mission.
- Perform broad and intensive practices to establish concepts, theories, or programs or to resolve complex problems.
- Interface with individuals or groups from inside and outside the organization, senior management, as well as high-ranking officials from outside the organization.
- Provide regulatory, DOE compliance, technical direction and guidance to department and company engineers, operators, and other personnel on regulatory issues relating to environmental compliance issues or concerns.
- Negotiate along with DOE counterparts and company management with regulators to appropriate levels of environmental compliance and reporting.
- Justify, defend, negotiate, or settle matters involving significant or controversial issues in accordance with practices or procedures.
- Effectively communicate complex ideas and issues to a diverse audience of subordinates, peers, superiors, and various external customers, using skills of persuasion through verbal and written means to build consensus which leads to agreement on innovative solutions for difficult issues.
SUPERVISORY RESPONSIBILITIES:
- Maintains department staff by recruiting, selecting, orienting, and training employees, maintaining a safe, secure, and legal work environment, and developing personal growth opportunities.
- Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results, coaching, counseling, disciplining employees, developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
- Establishes department strategic goals by gathering pertinent business, financial, service, and operations information, identifying and evaluating trends and options, choosing a course of action, defining objectives, and evaluating outcomes.
- Accomplishes financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions.
