Job Summary:

Are you ready to be on the front lines of national preparedness? Then Charles F. Day and Associates is the place for you! As an Emergency Management Specialist supporting the Executive Office for the United States Attorneys (EOUSA) and the 94 United States Attorneys' Offices (USAOs), you'll play a critical role in ensuring operational resilience, safety, and continuity of mission-critical functions across the federal justice system. From real-time emergency alerts to continuity planning, training exercises, and disaster response coordination, this role blends strategy, policy, and action in a dynamic environment where every decision counts.

Clearance Level: Top Secret

Position is contingent upon award of the contract from the government.

Key Responsibilities:

Emergency Operations & Continuity Coordination

  • Serve as a primary operator for the EOUSA Emergency Watch Center, managing communications related to district-level emergency events and plans.
  • Monitor and document activation of Critical Incident Response Plans (CIRP), Continuity of Operations (COOP), and Occupant Emergency Plans (OEP) across all USAO buildings.
  • Issue alerts and notifications via the USAAlert mass notification system during emergencies or COOP events.
  • Maintain and update electronic records of district emergency plans and After-Action Reports (AARs).

Policy Development & Strategic Planning

  • Assist in drafting and revising EOUSA/USAO emergency management policy, ensuring alignment with legal mandates and best practices.
  • Propose updates to existing plans based on lessons learned from exercises and real-world events.
  • Provide subject matter expertise on emergency management laws, federal regulations, and national preparedness standards.

Training, Exercises & Community Coordination

  • Lead test, training, and exercise (TT&E) initiatives for COOP and emergency preparedness across the EOUSA and USAOs.
  • Develop and conduct training sessions, tabletop exercises, and full-scale drills involving interagency collaboration.
  • Implement and manage the Occupant Emergency Program for EOUSA facilities, coordinating with municipal and federal partners.
  • Deliver training in life-saving techniques such as CPR, AED usage, and first aid (in partnership with the American Red Cross or other certified providers).

Emergency Response & Incident Support

  • Provide real-time coordination and guidance during emergencies, ensuring EOUSA continuity functions are maintained.
  • Track emerging threats and incidents that may affect DOJ operations and initiate proactive response planning.
  • Support disaster recovery operations, assist in resource dissemination, and participate in special preparedness projects that shape nationwide DOJ readiness.

Qualifications:

  • Education & Experience:
    • Bachelor’s degree with a minimum of 4 years of experience in emergency management, COOP, homeland security, or related field OR
    • 8+ years of experience without a degree.
  • Core Competencies:
    • Deep knowledge of emergency preparedness, response planning, and federal continuity standards.
    • Proficient in drafting policy, conducting training, and implementing TT&E programs.
    • Strong communication, briefing, and interagency coordination skills.
    • Ability to manage emergency notification systems and lead real-time incident operations.
