Quality Control Manager (QCM) – San Antonio, TX


$135,000 – $150,000 + Vehicle Allowance, Sign-On Bonus & Benefits

Federal Contractor | USACE Projects | Long-Term, Site-Based Opportunity


We are representing a well-established federal contractor in their search for an experienced Quality Control Manager (QCM) to support large-scale U.S. Army Corps of Engineers (USACE) construction projects in the San Antonio market. This contractor is known for delivering complex, high-value federal work and offers long-term stability, strong leadership, and a consistent pipeline of projects.


This is a permanent, on-site position for a senior-level QCM who can independently own and execute the full Quality Control program on major federal construction projects.


The Role:

As the Lead Quality Control Manager, you will be responsible for managing and executing the complete QCM program from project start through closeout. You will serve as the primary point of contact with USACE and set the quality standard across all phases of construction.


Responsibilities include:

  • Develop, write, implement, and manage the full Quality Control Management (QCM) Plan
  • Act as Lead QCM on large-scale federal construction projects valued at $100M+
  • Oversee all QC processes, including submittals, inspections, testing, revisions, and documentation
  • Coordinate closely with field teams, subcontractors, and USACE representatives
  • Ensure strict compliance with contract documents, specifications, and Corps requirements
  • Maintain detailed QC records and reporting throughout the project lifecycle
  • Represent the project professionally and confidently with USACE inspectors and officials


What We’re Looking For:

  • Minimum 10 years of construction experience, with background as a Superintendent, Project Manager, or QCM
  • Proven experience serving as Lead QCM on federal construction projects
  • Demonstrated ability to manage a QCM program end-to-end with minimal oversight
  • Experience delivering projects valued at $100M+
  • Strong understanding of QC documentation, inspections, submittals, and revision processes
  • Well-rounded construction knowledge across multiple trades and disciplines
  • Highly organised, detail-oriented, and confident working directly with USACE
  • Ability to provide a detailed project list outlining scope, value, and personal responsibilities


Desirable:

  • CQM for Contractors (USACE) certification
  • QCM certification
  • Procore experience (preferred, not required)
  • Prior experience on large-scale federal or military installations
