Come join our Human Resources Team! We are looking for a Human Resources Assistant. This position is a full-time, at-will position working under the direction of the Human Resources Director. The Human Resources Assistant supports the Human Resources department through coordination and administrative functions. This position performs a wide variety of duties including employee recruitment and selection. Serves as the point of contact for employees, supervisors, and applicants with questions regarding benefits and hiring. Provides organization and process support to the department to align with department goals and support organizational culture.

Job Responsibilities

  • Assists in the administration of recruitment and selection programs by maintaining and updating various selections and recruitment processes; assists departments in selecting personnel via interviewing, testing, and screening applications; posts and updates job notices; updates the website; issues applications for employment; schedules interviews and testing appointments; prepares notification and follow-up letters for mailing to applicants and job candidates.
  • Conducts on-boarding activities for new hires including preparing status changes for approval; prepares offer letters; obtains new hire paperwork including completing I-9 forms for verification of employment eligibility.
  • Assists in setting up new hires in various electronic systems
  • Communicates with in-house staff to obtain employee ID cards, cell phones, and other IT-related needs.
  • Creates and monitors all job requisitions, closes positions and communicates with candidates.
  • Distributes information regarding compensation, benefits, human resource policies and procedures; answers and screens Human Resources phone calls; answers general questions; handles verification of employment requests; may make presentations from time to time.
  • Processes new hire enrollment and documentation including I-9 forms; verifies and submits completed forms to payroll for processing; submits new hire reports to the State.
  • Assists in the coordination of Health/Benefit Fair, Health Screening & Flu Shots for employees.
  • Assists in the GRAMA requests and retention schedule.
  • Assists in providing information and reports of insurance plans, annual open enrollment and coordination of benefits with payroll.
  • Maintains and updates personnel files and database; scans employee files; tracks policy and procedure acknowledgments, etc.
  • Prepares invoice for HRD to review and sign
  • Monitors and coordinates "Years of Service" awards for employees with the Administration department.
  • Monitors and coordinates recognition awards or city campaigns.
  • Maintains, monitors and coordinates the Performance Evaluation system to assure that timely probationary and annual evaluations are being completed by all departments.
  • Assists with phone and lobby coverage in the absence of the front office.
  • Other duties as assigned.
  • Coordinate presentation of service awards, employee recognition programs, and other employee enrichment programs
  • Performs other duties as assigned

Qualifications
Education & Experience:

  • Associates degree or two years of higher education courses in Human Resources Management, Organizational Behaviors, Business Administration, or a closely related field.
  • Two (2) years of experience in human resources, benefits, compensation or a closely related field or an equivalent combination of education and experience.

Certifications:

  • Must possess a valid Utah driver's license
  • Pursuing a SHRM, IPMA or PHR certification

Knowledge, Skills and Abilities

  • Proficient computer skills in various software applications including Microsoft Word, Excel, PowerPoint, with the ability to learn and use additional job specific software.
  • Must have great interpersonal communication skills, telephone etiquette, and public relations skills.
  • Ability to communicate calmly and effectively with employees.
  • Ability to maintain strict confidentiality related to sensitive employee information.
  • Ability to add, subtract, divide, multiply, and perform percentage calculations.
  • Communicates both verbally and in writing; follows directions; develops trust and effective working relationships with management.
  • Must be flexible and a team player.
  • Knowledge of basic HR functions and laws.

  • Sit at a desk or table to operate a computer and related equipment and to type, read, proofread, interpret, and apply information obtained therefrom for sustained periods of time while maintaining efficiency, attention to detail, alertness, proficiency, and accuracy.
  • Stoop and/or bend to move items into and between file drawers or boxes.
  • Regularly walk, stand, or stoop and periodically climb, balance, bend, stoop, kneel, crouch, and/or crawl.
  • Lift, carry, push, pull or move boxes weighing up to 30 pounds
  • Lift, carry, push, pull, or move carts of items weighing up to 100 pounds
  • The noise level in the work environment is usually moderately quiet while in the office.
  • This position requires the employee to be able to operate a car, pickup truck, van, or similarly situated motor vehicle.


Compensation and Benefits
Wage Range:
The full wage range is as follows, please note that hiring will normally occur at the minimum of the range and will not exceed the midpoint.

Minimum - $22.62/hr.
Midpoint - $27.14/hr.
Maximum - $31.66/hr.

Benefits:

The City offers a competitive benefits package including several health insurance options (one of which has a $0.00 employee premium payroll deduction with Wellness program participation), dental insurance, life and long-term disability insurances, an EAP (including mental health short-term counseling services) for the whole family, a free Teledoc program for the whole family, monetary incentives for wellness program participation, and a HSA (health savings account) with an Employer match. The City also offers the employee the option to elect to add on Vision, Accident, Hospital, Critical Illness, additional Life Insurance coverage and FSAs (flexible spending accounts).

The City participates in the Utah Public Retirement System (pension). In addition, the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck. In lieu of the City's Social Security contributions, the City contributes 6.2% of salary into a 401(k) retirement plan.

Leave time benefits include 120 hours of paid time off (PTO) accrued annually, 40 hours of short-term medical accrued annually, and 11 holidays annually.

Schedule:

Must be able to work the following schedule:

Monday - Thursday (9 am - 6 pm)

Friday (12 pm - 6 pm)
