Job DescriptionSUMMARY: The primary purpose of this position is to provide case management service to the Housing Choice Voucher (HCV) clients of the Housing Authority of the County of Dauphin (HACD). The employee will be responsible for providing HCV tenants and landlords with high quality customer service. This position requires the timely and accurate completion of all interim re-certifications and lease up documentation, as well as additional tasks as assigned by the HCV Supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required as assigned.
- Manage the completion of paperwork in a timely fashion (such as applicants, interim recertifications, contracts etc.); coordinate inspections.
- Respond to tenant/landlord inquiries and resolve concerns between these parties and the Housing Authority.
- Develop a thorough knowledge and understanding of: HACD housing policies and procedures, all legal processes in which a property may be involved, and all HACD forms and document requirements.
- Provide guidance to landlords and tenants based on the HCV Program and HACD Administrative Plan requirements.
- Prepare reports as requested and maintain accurate records.
- Streamline communications between co-workers, clients, and landlords.
- Performs other duties, as assigned.
EDUCATION AND/OR EXPERIENCE:
- High School Diploma or equivalent.
- Minimum of 1 year experience working in property management or with a public housing authority.
- An equivalent combination of education and experience may be considered.
- Bilingual (Spanish/English) is a plus not but required.
REQUIRED SKILLS:
- Intermediate proficiency with Microsoft Office (MS Word and Excel).
- Must have the ability to learn other computer software programs as required by assigned tasks.
- Must demonstrate prior success in time management and dependability.
- Excellent written and oral communication skills.
- Excellent problem-solving skills.
WORK ENVIRONMENT:
- Functions primarily in an office environment.
- Work requires the ability to sit or stand throughout the workday.
- Position requires use of fingers, hands, and arms on a consistent basis for computer and phone work.
- Position requires the ability to talk and hear.
- Good vision skills (with or without correction) are required.
- Regular, local off-site travel is required.
- The employee must occasionally transport up to 25 pounds.
Employment is contingent upon successful completion of a background check and pre-employment drug screening.
