N2IA Technologies is seeking a highly experienced Senior Change Management & Technology Adoption Specialist to support the Defense Counterintelligence and Security Agency (DCSA) as it undergoes significant organizational transformation and accelerates adoption of modern technologies-including cloud solutions, automation, AI/ML, and digital workflows.
This senior-level role requires a strategic thinker with deep expertise in organizational change, stakeholder engagement, training strategy, and enterprise technology transformation in a DoD environment. The ideal candidate will have 7+ years of experience, exceptional communication skills, and a strong understanding of how to drive adoption across large, complex federal organizations.
Key Responsibilities
Organizational Change Strategy
- Develop, implement, and manage comprehensive change management plans that support DCSA's technology modernization, NBIS transformation, and organizational restructuring.
- Conduct change impact assessments, stakeholder analyses, and readiness evaluations to inform transition strategies.
- Define the change vision and adoption roadmap for new technologies, processes, and organizational structures.
Stakeholder Engagement & Communication
- Lead engagement strategies across DCSA's diverse stakeholder landscape, including military, civilian, contractors, and external partners.
- Develop communication products-briefings, talking points, leadership messaging, FAQs, and transition guides-to support transparency and alignment.
- Facilitate workshops and meetings with executives, mission owners, and technical teams to ensure coordinated adoption.
Technology Adoption & Workforce Enablement
- Develop and execute adoption strategies for modern capabilities including cloud applications, digital tools, automation, AI/ML, data platforms, workflow tools, and new business processes.
- Partner with product teams, training specialists, and operational units to ensure successful rollout of new systems and platforms.
- Support behavioral, cultural, and operational shifts needed for modernized DCSA mission execution.
Training & Transition Support
- Collaborate with training teams to define content needs, develop curriculum, and deliver training for new technologies and business processes.
- Support enterprise transition activities, including user onboarding, role-based training, and deployment communications.
Performance Measurement & Continuous Improvement
- Track change adoption metrics, user sentiment, and stakeholder feedback to identify areas for improvement.
- Report regularly on adoption progress, risks, and issues to senior leadership.
- Continuously refine change strategies to improve mission alignment and workforce readiness.
Basic Qualifications
- Bachelor's degree in Organizational Development, Business Administration, Communications, Psychology, Information Systems, or related field.
- 7+ years of experience in change management, organizational transformation, or technology adoption.
- Experience supporting DoD or other federal agencies.
- Demonstrated ability to lead change initiatives in large, complex environments.
- Strong communication, facilitation, and interpersonal skills.
- Experience creating change materials-strategic plans, communications, adoption roadmaps, stakeholder analyses, and training strategies.
- Experience supporting rollout of new technologies (cloud, digital tools, case management systems, automation, etc.).
Preferred Qualifications
- Master's degree in Organizational Change, Organizational Psychology, Public Administration, Business, or related field.
- Prosci or other change management certification.
- Experience with DCSA, NBIS, or large-scale DoD modernization initiatives.
- Familiarity with enterprise training strategies, learning management systems, and user adoption analytics.
- Experience working with AI/ML, RPA, low-code/no-code platforms, and cloudnative system rollouts.
- Ability to interface with senior military/civilian leadership and translate technical concepts into user-friendly messaging.
