Manager, Clinical Outsourcing — Foster City, CA (Hybrid)
Foster City, CA — Hybrid, 2-3 days onsite per week
Contract - ASAP start date to 31st December 2026 (Renewable Contract).
About the role
We're hiring a Clinical Outsourcing Manager to join a sponsor in Foster City, CA.
You'll report to own vendor selection, contract negotiation, and budget management across our portfolio of clinical study vendors — including CROs, central labs, IRT, eCOA, recruitment, retention, and site-facing services.
This role sits at the intersection of Clinical Operations, Legal, Finance, and QA, and is ideal for someone who wants deep ownership of the outsourcing lifecycle from RFP through closeout.
What you'll do
- Lead the contracting process for assigned clinical study vendors end-to-end: vendor selection, budget and payment terms negotiation, MSAs, study-level contracts, PO generation, change orders, reconciliation, and closeout
- Partner directly with Study Management Teams to ensure contracts and agreements support predictable delivery, quality, and alignment with company strategy
- Draft and review RFPs, run Bid Defense Meetings, and support vendor qualification in partnership with Clinical QA
- Negotiate investigator grant budgets within company parameters and ensure compliance with budget guidance
- Oversee assigned vendors (IRT, eCOA, Central Lab, and others) under the guidance of the Associate Director
- Identify financial and operational risks early and escalate when needed
- Run financial transparency reporting — Sunshine Act and the EU/global equivalents — including disclosures of payments and transfer of value to HCPs and organizations
- Manage program- and portfolio-level contracts and budgets (e.g., Data Protection services, DMC services, Clinical Ad Boards, HCP advisors)
What we're looking for
- Bachelor's degree in life sciences, clinical research, or a related field
- 3-5 years of experience in clinical research and/or outsourcing within pharma or biotech
- Hands-on experience managing clinical study vendors end-to-end — selection, contract and budget negotiation, financial management
- Direct experience negotiating site contracts and investigator grants
- Solid knowledge of rates, unit costs, and costing structures, including Site Grants
- Strong cross-functional communication and the ability to push work forward without waiting to be told
- Comfortable in a fast-paced environment managing competing priorities across time zones
- Strong knowledge of ICH/GCP and global regulatory/industry guidelines
- Sharp attention to detail and a bias for action
