Title: Program Manager

Location: Aberdeen Proving Ground (APG), MD

Salary: $175,000

Clearance: Secret Clearance– Required and Must Be Able to Maintain

Job Description:

Program Manager is responsible for planning and executing project program. Oversees all work and takes corrective action as necessary to ensure project success. Manages staffing, budget, prioritization, and other personnel matters as necessary by subject matter experts, and may provide general business consulting services.

Typical duties include:

  • Lead the planning, execution, and oversight of complex RDT&E programs across chemical, biological, and defense technology domains.
  • Provide day-to-day program and task order management, including scope definition, resource allocation, cost control, and schedule adherence.
  • Serve as the primary point of contact with government stakeholders for technical, financial, and contractual matters.
  • Supervise interdisciplinary project teams and ensure effective coordination among engineering, scientific, logistics, and acquisition personnel.
  • Monitor program performance metrics, conduct risk assessments, and implement mitigation strategies as needed.
  • Ensure compliance with Department of Defense (DoD) acquisition policies, Army regulations, and applicable standards.
  • Lead preparation of technical and financial reports, status updates, and briefings for senior leadership and program sponsors.
  • Support business development efforts and proposal writing as needed for new or follow-on work.

Educational Requirements:

  • Bachelor’s degree in IT Management

Certification Requirements:

  • Project Management Professional (PMP) Certification

Experience Requirements:

  • 10 years in a combination of research, development, test, or evaluation organizations. Should have 5 years of experience in program management in a technical environment.

Preferred Qualifications:

  • Experience with DEVCOM CBC, Army Futures Command, or similar DoD organizations
  • Familiarity with DoD acquisition lifecycle and FAR/DFARS regulations.
