What You’ll Do

As the Clinical Manager, you will provide comprehensive clinical leadership, oversight, and quality assurance for the Mental Health Rehabilitation Services (MHRS) program and the Substance Use Disorder (SUD) Day Treatment/Day Rehabilitation program. You will ensure the delivery of safe, effective, recovery-oriented services that are clinically appropriate, compliant, and aligned with individualized treatment and recovery plans.

Clinical Oversight & Program Management

  • Provide clinical oversight for MHRS and SUD Day Treatment services to ensure safe, effective, and recovery-oriented care.

  • Ensure services align with Individualized Treatment Plans, Individualized Recovery Plans (IRPs), and rehabilitative goals.

  • Serve as a clinical resource to staff regarding complex cases, risk management, and clinical decision-making.

Supervision & Staff Development

  • Provide clinical supervision and guidance to licensed and unlicensed clinical staff, Community Support Workers, and program staff.

  • Support onboarding, orientation, training, and ongoing professional development.

  • Monitor staff performance and address clinical or documentation deficiencies in collaboration with Human Resources and leadership.

  • Ensure staff maintain required licenses, certifications, and credentials.

Documentation, Compliance & Quality Assurance

  • Review, approve, and monitor clinical documentation including diagnostic assessments, treatment plans, IRPs, progress notes, and discharge summaries.

  • Ensure documentation meets standards for medical necessity, accuracy, and timeliness.

  • Monitor assessment and treatment plan expiration dates and ensure timely updates.

  • Ensure compliance with DBH, DHCF, Medicaid, CARF, HIPAA, and organizational policies.

  • Participate in audits, site visits, accreditation reviews, and corrective action planning.

Utilization Management & Coordination

  • Monitor service utilization, authorizations, and funding sources including Medicaid and Local Dollar.

  • Collaborate with billing and administrative teams to support authorization and reimbursement processes.

  • Analyze utilization data to identify trends, risks, and opportunities for improvement.

Interdisciplinary Collaboration & Care Coordination

  • Lead or participate in interdisciplinary team meetings.

  • Collaborate with Care Coordinators, Housing Liaisons, Community Support Workers, and psychiatric providers.

  • Support discharge planning, transitions of care, and linkage to community resources.

Crisis Management & Clinical Decision-Making

  • Provide clinical leadership during crisis or high-risk situations.

  • Ensure appropriate risk assessments, documentation, and follow-up interventions.

  • Apply sound clinical judgment in emergent or complex situations.

Administrative & Program Support

  • Support the development and implementation of clinical policies, procedures, and workflows.

  • Maintain accurate clinical reports and program documentation.

  • Perform other duties as assigned to support program operations.

What You’ll Bring

  • Master’s degree or higher in Social Work, Counseling, Psychology, or a related behavioral health field.

  • Active clinical licensure in the District of Columbia (LICSW, LCSW, LPC, LMFT, or equivalent).

  • Experience providing clinical supervision within MHRS and/or SUD treatment settings.

  • Strong working knowledge of DBH, DHCF, Medicaid, CARF, and HIPAA requirements.

  • Demonstrated ability to oversee clinical documentation, utilization management, and quality assurance.

  • Experience working with individuals with serious mental illness and substance use disorders.

  • Strong leadership, analytical, and decision-making skills.

  • Ability to thrive in a fast-paced, compliance-driven behavioral health environment.
