Position Overview:
The Project Manager will oversee the Head Start Information and Communications Center (HSICC) contract, providing strategic leadership and day-to-day management. This role requires coordination with multiple stakeholders, including federal staff, partners, and content creators, to ensure timely and high-quality deliverables that support the Head Start mission. The Project Manager will work in a hybrid environment, with regular travel to the HHS OHS headquarters and BLN24 offices as required.
Key Responsibilities:
- Lead the planning, execution, and delivery of all contract tasks and subtasks.
- Manage cross-functional teams, ensuring coordination across all workstreams.
- Maintain project schedules, budgets, and quality control measures.
- Serve as the primary point of contact for the Contracting Officer’s Representative (COR) and key federal stakeholders.
- Develop and maintain the Project Management Plan (PMP), Work Plan, Quality Control Plan (QCP), and required status and performance reports.
- Analyze and report on project performance, risks, and issues.
- Supervise key personnel and ensure adequate staffing and team performance.
- Ensure adherence to Agile methodologies, quality standards, and federal policies.
- Travel as needed to attend meetings and coordinate with stakeholders at the HHS headquarters.
Required Qualifications:
- Minimum seven (7) years of project management experience, with ten (10) years preferred.
- At least three (3) years of experience working with human services or public health organizations; early childhood service delivery preferred.
- Minimum of three (3) years of supervisory management experience.
- Experience managing budgets and financial performance.
- PMP certification required.
- Experience with Agile project management methodologies.
- Strong data analysis and decision-making skills.
- Exceptional interpersonal, written, and oral communication skills.
- Proficiency in Spanish is required.
- Prior Head Start program experience (minimum five years) is required.
