SciTech Services, Inc. (SciTech) is seeking an Acquisition Specialist to support to the US Navy’s (USN) Naval Sea Systems Command (NAVSEA) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR). The primary purpose of this labor category is to provide support to NAVSEA SBIR/STTR related research and development (R&D) acquisition and Navy acquisition program technology procurement and business development. The candidate will perform program management, technical or business case analyses. The candidate will demonstrate professional experience in technical efforts supporting science and technology for the US Navy.

Duties include but are not limited to:

  • Assist the NAVSEA Program Executive Offices (PEO) and Directorate programs to transition SBIR/STTR technologies to Phase III and into acquisition and Navy use.
  • Support NAVSEA SBIR/STTR Program Office, NAVSEA PEOs and Directorate programs, and SBIR/STTR contractors to help ensure compliance with all aspects of the 15 USC 638, SBA SBIR/STTR Policy Directives, DoD and SECNAV 5000 series directives and Assistant Secretary of the Navy (ASN) for Research, Development and Acquisition (RDA) SBIR/STTR policy.
  • Support development of program acquisition documentation such as Acquisition Plans (APs), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, contract awards, agreements, and Acquisition Program Baseline Agreements (APBA).
  • Assess program procedures, practices, philosophies, and documentation for compliance with SBIR/STTR program, contracting, and mission requirements.
  • Attend, participate, support, analyze, provide input, develop, prepare, and report on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
  • Ability to support, organize and coordinate outreach events for the NAVSEA SBIR/STTR Program.
  • Conduct organizational studies, evaluations, work simplification, and measurement studies.
  • Design systems and procedures and prepare operations and procedure manuals.
  • Utilize business and technical methodologies to provide support for hardware, software and service acquisition and life cycle management.
  • Participate in meetings and other activities.

Qualifications:

Required:

  • Bachelor’s degree in business management or an equivalent field.
  • At least eight (8) years of relevant experience performing Acquisition Specialist work.


Preferred:

  • Three (3) or more years in support of Department of Defense (DoD) or component SBIR/STTR Programs or in PEO acquisition programs related to system acquisition, including logistics, R&D, configuration management, or systems analysis/design.
  • Excellent interpersonal skills, ability to communicate both verbally and in writing, positive attitude.
  • Microsoft OS experience.
  • Must have outstanding organizational skills, accuracy, attention to detail, and ability to prioritize multiple tasks.
  • Work within deadlines, demonstrate the ability to troubleshoot problems, and perform duties with changing priorities and under hectic circumstances.
