Position Summary: This position is responsible for coordinating outreach, education, and enrollment efforts to connect individuals and families—especially those from underserved or vulnerable communities—with appropriate health coverage options, including ACA marketplace plans, Medicaid, and CHIP. The coordinator supports the development of partnerships with community organizations, oversees site operations, and ensures compliance with regulatory requirements.
Responsibilities
- Serve as site manager during the Open Enrollment season ensuring efficient, effective, and client-centered service delivery, including evening and weekend hours
- Train and oversee seasonal staff and volunteers involved in enrollment assistance
- Monitor performance and provide guidance to ensure high-quality service delivery
- Maintain relevant certification for the role (including Community Health Worker certification, Certified Application Counselor certification through CMS, and Community Partner Program certification through TXHHS), while proactively expanding knowledge and expertise, and staying up to date on federal and state health coverage guidelines and eligibility criteria
- Serve as a technical resource on ACA issues for staff and volunteers
- Serve as backup for enrollments and QR when needed, helping clients enroll in a health coverage plan using a trauma informed approach
- Assist clients who need expertise beyond that of volunteer enrollment specialists, including clients who need troubleshooting or complex case management, or who are eligible for premium assistance programs
- Conduct CHAP/CHAP Expansion outreach
- Maintain accurate and confidential records in accordance with HIPAA and program guidelines
- Support the development and facilitation of presentations for outreach, education and training purposes
- With the Senior Program Manager, develop relationships with community-based organizations, schools, clinics, and other stakeholders to expand the program’s reach and generate referrals
- Serve as liaison to assigned programs, partners, coalitions or collaborative initiatives
- Assist with grant reporting, proposal writing, and identifying funding opportunities
- Contribute to strategic planning and program transition initiatives
- Support the hiring of seasonal staff during open enrollment

- Complete all specified training and certifications (paid training provided at start of employment and annually)
Preferred Requirements
- Ability to communicate fluently in English and Spanish preferred
- Although this position does not require prior experience with health insurance, a background in health insurance, public health, the Affordable Care Act, Medicaid, or CHIP is helpful.
Working Conditions
General office environment. Work is generally active in nature and requires standing and walking for up to 50% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Physical Requirements
General office-based demands including remaining in the seated position with occasional standing and walking.
Compensation
$26/hour
