Finance Specialist
Location: Rivergrove Water District – Lake Oswego, OR
Schedule: Monday to Friday, 7:30 AM – 4:00 PM (40 hours/week)
Wage: $26.00/hour
Job Summary:
We are seeking a detail-oriented and dependable Finance Administrative Specialist to support the financial operations of a small public water utility in Lake Oswego, OR. This role specializes in accounts receivable and accounts payable, including payment processing, billing, bank reconciliation, and financial recordkeeping.
The ideal candidate has strong experience working with QuickBooks or similar accounting software, is comfortable handling invoices, payments, and reconciliations, and brings excellent customer service skills when working with residents regarding billing and payment questions. This is a temp-to-hire opportunity with long-term stability for the right candidate.
Key Responsibilities:
- Manage Accounts Payable and Accounts Receivable functions
- Process vendor bills, invoices, and customer payments
- Enter and reconcile financial transactions in QuickBooks or similar accounting systems
- Perform bank transfers and monthly reconciliations
- Generate and review invoices, statements, and payment records
- Maintain accurate financial records and support e-filing and document organization
- Assist with customer billing questions, payment plans, and collections in a professional and empathetic manner
- Process recurring payments and monitor account balances
- Support internal audits, reporting, and financial accuracy
- Provide general administrative and financial support to a small office team
Requirements:
- 2–4 years of experience in finance administration, accounting support, or bookkeeping
- Strong experience with Accounts Receivable and Accounts Payable
- Proficiency in QuickBooks (or similar accounting/ERP software)
- Experience with bank reconciliations, payments, and financial reporting
- Proficiency in Microsoft Office (Excel, Word, Outlook)
- Excellent attention to detail and understanding of basic accounting principles
- Strong communication and customer service skills
- Ability to work independently in a small, team-oriented environment
- Valid driver’s license and clean driving record
Preferred Qualifications:
- Associate’s degree in Accounting, Finance, or a related field
- Experience in a utility district, public agency, or nonprofit organization
- Familiarity with recurring billing, collections, and payment plans
- Experience with electronic filing systems and financial document management
Work Environment:
This is a small, mission-driven public utility with a close-knit team serving approximately 1,400 customers. The position is 100% onsite and involves frequent interaction with the public regarding billing and payment matters. Professionalism, discretion, and a solid understanding of financial processes are essential.
