INTRODUCTION:



The Trust Asset Management Specialist serves as an assistant to the Trust Asset Management Officer. This individual works with the other staff employees under the Department of Natural Resources, Spokane Tribal Business Council, Individual Indians, Indian Groups, Non-Indians all within the communities on matters concerning Tribal and Allotted Trust Lands, Reservation and public domain homesteads. This position is responsible for studying, analyzing, recommending, developing, and effecting plans for the highest and best utilization of the Indian lands under the jurisdiction of the Bureau of Indian Affairs, Spokane Agency. The Reservation trust land consists of 135,158.92 acres in trust or restricted status which include areas with high economic development potential suitable for commercial, industrial, recreation, residential, and agricultural purposes.

MAJOR DUTIES AND RESPONSIBILITIES:



  • Realty management.
  • Internal management controls.
  • Manage/maintain specific realty records.
  • Effective management of performance, ethics, conduct and discipline issues.
  • Safety and occupational health obligations.
  • Manage Indian Natural Resources Trust Assets (within current TAAMS program or similar program)
  • Ensures the timely processing of ownership interest with lease data and payments when they are due.
  • Ensures that all A&D payments are made in a timely manner.
  • Encodes all land transactions for A&D (Acquisitions & Disposals) for land sales, land exchanges, gift deeds, etc. into the TAAMS program for both the Tribe and individual Indian landowners.
  • Encodes all land transactions for leases (residential, business, agricultural, commercial) into the TAAMS program for both the Tribe and individual landowners.
  • Encodes all right of ways for roads, utilities, etc. into the TAAMS program for both the Tribe and individual landowners.
  • Create the proper files under the 46 BIAM Records Management, along with following the 25 CFR for all land transactions by using the ILCA (Indian Land Consolidation Act), or AIPRA (American Indian Probate Reform Act) for these transactions.
  • Assists the Trust Asset Management Officer in encoding all documents to include A&D leases, rights of ways, mortgages, and fee to trust into the NEPA Tracker2 system.
  • Assists the Trust Asset Management Officer in encoding mortgages and leasehold mortgages into TAAMS Mortgage program.
  • Assists the Trust Asset Management Officer in encoding all appraisal requests into the Appraisal and Valuation Information System (AVIS).
  • Have daily contact with Program Coordinators, the General Public, clients, the Tribal Government employees, the Business Council and all Government entities such as the Bureau of Land Management, Bureau of Reclamation, State and County.
  • Coordination of service delivery to clients and Management staff.

KNOWLEDGE AND SKILLS AND ABILITIES REQUIRED FOR POSITION:



  • Apply general real estate principle, rules, regulations, and practices to manage real estate services of Indian-owned property e.g. analyze requests for use of Indian-owned trust assets to determine the compatibility of proposed uses within agency mission and owner needs, resolving routing problems that may arise with owners or contracts, and applying a wide range of real estate methods to investigate and analyze a variety of problems to develop solutions that typically involve segments or phases of projects being carried out by higher grade employees e.g. assist in negotiating terms and conditions in authorizing documents to determine responsibility of resolving conflicts or problems; determining special requirements on routine transaction, recommending authorization of land use and advising and providing assistance on routine matters.
  • Knowledge of Federal, State, and Tribal regulations that apply to Spokane Tribe and individual Indians.
  • Must have the ability to read, analyze and interpret the most complex documents.
  • Must have the ability to respond effectively to the most sensitive inquiries or complaints.
  • Must have the ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Must have the ability to deal with nonverbal symbolisms.
  • Must have the ability to deal with a variety of abstract and concrete variables.
  • Must have the ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Must be able to work with concepts such as limits, quadratic and differential equations, and proofs of theorems.



MINIMUM QUALIFICATIONS:

  • Must have a valid WA State driver's license and be able to meet Tribal insurance requirements.
  • Must be a High School graduate or equivalent.
  • Must be a US Citizen

*Safety Sensitive Background Requires a higher standard of performance and behavior.



*A 10-year background security investigation will be required for this position to access the US Bureau of Indian Affairs Government Programs used to process Realty transactions.
