Job Description

Assistant Construction Manager

We are seeking an Assistant Construction Manager to support the execution of Engineer Procure Construct (EPC) projects and program management ventures for one of our clients there in Bloomington, MN. This role spans a diverse array of industries including aviation, commercial building, electrical transmission & distribution, manufacturing, oil & gas, power generation, and water.

Key Responsibilities

🏗️ Project Execution & Coordination

  • Assist the Project/Site Management team with day-to-day management of safety, quality, schedule, and cost control.
  • Coordinate the development and implementation of Project Execution, Quality Assurance, Safety, Staffing, and Procurement Plans.
  • Manage site mobilization/demobilization plans and secure all necessary project permits.
  • Support downstream contract administration, including RFIs, submittals, meeting minutes, and claims mitigation.
  • Facilitate project turnover, recordkeeping, warranty, and close-out processes.

📋 Procurement & Contract Management

  • Prepare RFPs and support detailed scope of work development, bid selection, and contract creation.
  • Support bidder registration and pre-qualification efforts.
  • Contribute to the negotiation and execution of prime contracts, subcontracts, purchase orders, and change orders.
  • Verify subcontractor insurance, licensures, taxes, and securities remain in effect.

💰 Financial Tracking & Reporting

  • Support project cost reporting, work breakdown structures (WBS), and field progress tracking.
  • Prepare status reports on risks, schedules, and cash flows for stakeholders.
  • Manage the invoicing process for prime contracts, subcontractors, and suppliers.
  • Establish and review project documentation and filing systems.

👷 Field Operations & Labor Management

  • Facilitate materials receiving, inventory control, storage, and transportation.
  • Collaborate with Superintendents to verify subcontractor compliance with safety and quality standards.
  • Analyze composite crew rates, labor burdens, and craft classifications.
  • Work with Field HR to staff projects and manage craft onboarding/training.
  • Manage construction equipment inventory and forecast craft production rates to ensure earned value.

Requirements

Education & Experience

  • Degree: Bachelor’s Degree in Construction Management, Engineering, or a related field + 3 years of relevant experience.
  • Alternative: Applicable experience may be substituted for the degree requirement.
  • Industry Background: Multiple years of experience on-site within aviation, energy, government, oil & gas, or transportation (preferred).

Technical & Soft Skills

  • Software: Expert proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Access). Experience with document control and scheduling software is preferred.
  • Financial Literacy: A basic understanding of Generally Accepted Accounting Principles (GAAP).
  • Communication: Excellent written/verbal skills and strong organizational ability.
  • Efficiency: Proven ability to multi-task and solve problems in a fast-paced environment.
