This is administrative level work reporting to GDOT P3 Division in support of GDOT EEO Division Area Engineers, Construction Project Manager, engineers, and inspectors as well as CEI project personnel. Employee, under limited supervision, monitors and evaluates construction projects for EEO, DBE, and OJT compliance. Work usually involves a significant amount of decision making and use of judgement and may include providing work direction to others.

Employee will monitor/evaluate federal and or state compliance on a construction project, perform project reviews, evaluate and act upon documentation required for Construction Contract compliance, and maintain appropriate files. Employee will ensure that all DBE related documents and correspondence are accurate and up to date and attend compliance reviews and furnish the complete project files for review. Typical areas of compliance responsibility include DBE compliance of the prime Design-Builder and subcontractor, payroll verification and discrepancy resolution, Commercial Useful Form (CUF) review and approval, Monthly/Quarterly DBE Participation Reports review and approval, and processing of On-the Job Training (OJT) requests. Employee will assist with DBE related documentation and correspondence as requested including, but not limited to, performing labor interviews, CFR 230 Compliance Reviews, and CUF investigations. Also, assist in training District, Design-Builder, and local government personnel.

Knowledge, Skills and Abilities

Thorough knowledge of EEO Laws, GDOT DBE policies, and OJT programs in regard to Federal Aid and State funded construction projects. Ability to read, interpret and explain such things as contract provisions, GDOT policies and procedures, Federal/State DBE laws. Ability to take down notes, prepare reports, communicate effectively (oral and written), analyze, collect, evaluate data, and take appropriate action when necessary. Skill in use of computers (Microsoft Office, e- mail, internet) and experience in spreadsheet data entry. Licensed to operate motor vehicles in accordance with Georgia Law.

Minimum Training and Experience Requirements

High School Diploma or GED and two years of experience in monitoring federal and or state compliance on a construction project. Prior experience in both State funded and Federal Aid funded construction projects and knowledge of EEO laws and/or GDOT’s Disadvantaged Business Enterprises (DBE) and On-the-job Training (OJT) programs.

Preferred: Prior experience monitoring federal or state EEO, DBE, or OJT compliance as an employee or consultant for GDOT.
