Job Description:


We are seeking a highly experienced and results-driven Project Manager to support initiatives for the Department of Health and Human Services (DHHS) in Washington, DC. The ideal candidate will have a proven track record in managing large-scale or highly complex projects, with the ability to lead cross-functional teams and deliver strategic solutions in a fast-paced government environment.

The Project Manager will be responsible for overseeing all phases of the project lifecycle, from planning and design through implementation and closeout. This includes managing resources, timelines, scope, risks, and stakeholders, as well as providing strategic direction and ensuring alignment with federal and departmental goals.

Key Responsibilities:


  • Lead and manage complex projects or large segments of enterprise-level initiatives within DHHS.

  • Analyze new and challenging project-related issues and design innovative solutions involving scope, schedule, technology, methodology, and financial oversight.

  • Develop and maintain detailed project plans, schedules, budgets, and performance metrics.

  • Coordinate with internal teams, contractors, and stakeholders to ensure smooth execution and timely delivery of project milestones.

  • Conduct risk assessments and develop mitigation strategies.

  • Facilitate communication between technical and non-technical stakeholders, ensuring clarity of goals and expectations.

  • Provide guidance in systems analysis and participate in long- and short-term planning for application selection, systems development, enhancement, maintenance, and production support.

  • Ensure compliance with federal standards, policies, and frameworks across all project phases.

  • Prepare and deliver executive-level reports, presentations, and documentation.

Required Qualifications:


  • Bachelor's degree in Information Technology, Business Administration, Public Health, or a related field (Masters degree preferred).

  • 8+ years of progressive experience in IT or program/project management, with at least 5 years managing federal government projects, preferably within DHHS or other HHS operating divisions.

  • Strong understanding of project management methodologies (PMBOK, Agile, Scrum, or Hybrid).

  • Demonstrated experience in managing scope, budget, and performance metrics for large-scale programs.

  • Excellent communication, leadership, and stakeholder management skills.

  • Ability to work under pressure and manage multiple priorities effectively.

Preferred Qualifications:


  • PMP (Project Management Professional) certification strongly preferred.

  • Experience working with federal health systems, including grants, public health initiatives, or enterprise-level transformation projects.

  • Familiarity with tools such as MS Project, JIRA, Confluence, ServiceNow, or similar project tracking systems.

  • Experience in applications systems planning, analysis, and long-range strategy development.
