Job DescriptionNow Hiring: Human Resources Manager
Location: Downeast Maine
Our client is seeking a knowledgeable and proactive Human Resources Manager to provide comprehensive HR support across departments. This position plays a vital role in ensuring smooth operations, legal compliance, and a positive workplace culture.
Position Overview:
As HR Manager, you will oversee a wide range of responsibilities including onboarding, payroll coordination, benefits administration, employee relations, performance management, terminations, and compliance. You’ll work closely with Town staff and leadership to maintain accurate records, support personnel needs, and uphold internal policies and labor laws.
Key Responsibilities:
Onboarding & Payroll:

  • Coordinate onboarding packets and processes for new hires
  • Set up employees in Munis and manage benefit deductions via vendor portals
  • Review payroll for HR-related changes and reconcile vendor payments
  • Provide HR updates and documentation to Town staff

Employee Relations & Performance:

  • Serve as a mediator and advisor in employee conflicts
  • Facilitate communication between staff and management
  • Interpret policies and collective bargaining agreements
  • Support performance evaluations, improvement plans, and disciplinary actions
  • Promote employee engagement and satisfaction

Terminations & Compliance:

  • Manage exit interviews, property collection, and severance packages
  • Ensure terminations comply with labor laws and internal policies
  • Maintain secure and accurate termination records
  • Provide support for affected employees (e.g., COBRA, unemployment)

Additional Duties:

  • Assist with recruitment and compensation analysis
  • Coordinate open enrollment and manage the Opt Out program
  • Implement tax and insurance table updates
  • Process annual salary increases and insurance claims
  • Participate in union negotiations and training coordination
  • Maintain personnel policies and ensure compliance with contracts
  • Handle federal/state reporting, W2s, ACA forms, and audits

Qualifications:

  • Proven experience in human resources, preferably in a municipal or public sector setting
  • Strong understanding of employment law, benefits, and payroll systems (Munis, MMEHT and MPERS experience a plus)
  • Excellent communication, organizational, and problem-solving skills
  • Ability to handle sensitive information with discretion and professionalism
