Emergency Response Declaration:

FHC is a public health response entity. FHC and its staff maintains an ethical responsibility to remain ready and available to serve in the event of a Natural Disaster or during a declaration for a State of Emergency. FHC and its staff must be prepared to support the local government and/or the Virgin Islands community with access to health care. Therefore, all employees must be aware that they may be required to report to work, as proscribed by the Chief Executive Officer.

TRAVEL REQUIREMENT: (<5%)

Description Summary: The Manager, Behavioral Health position will be responsible for providing administrative and clinical leadership to Behavioral Health Department staff, excluding MDs. The position will also conduct clinical evaluations and ensure role optimization of clinicians. The position will oversee the development, implementation, performance, and management of an integrated care model. The position will collaborate with key stakeholders to include physicians, nurses, social workers and administrative staff to provide comprehensive care and improve population health in a cost-effective manner. The position will oversee the clinic’s behavioral health, mental health and/or substance abuse programs effectiveness to ensure patients and families receive comprehensive high-quality care that meet the needs of our community.

  1. Develop, implement, and evaluate behavioral health programs
  2. Participate in diagnosis and treatment planning for patients and families
  3. Facilitate communication with the psychiatric providers regarding treatment changes and provide proactive follow-up of treatment response
  1. Provide support for medication management including monitoring medication side effects and interactions
  1. Conduct behavioral health counseling using evidence-based techniques and coordinate treatment
  2. Provide patient education about common mental health and substance abuse disorders and available treatment options.
  3. Coordinate with key stakeholders to ensure comprehensive patient care.
  4. Participate in community outreach, advocacy and education initiatives to promote the behavioral health program
  5. Monitor and evaluate compliance with state, federal, and local regulations.
  6. Provide supervision, guidance, and training to behavioral health staff. This excludes MDs.
  7. Manage relative grants and program budgets to ensure efficient use of resources.
  8. Maintain patient records in accordance with HIPPA and applicable privacy regulations.

Position requirements / Job qualifications:

Education and Training:

Minimum education- Master’s degree in social work, psychology, or related field required. Minimum three (3) years’ experience as a behavioral health clinician in an outpatient clinical setting.

Other Training, skills and experience requirements:

Excellent leadership and communication skills. Experience in behavioral health and substance abuse program development and management; Knowledge of integrated care practice models and willingness to learn and adapt to new models and modalities. Ability to create strong teams and effective cross-organizational partnerships. Strong problem-solving abilities. Ability to work with a diverse population. Solid understanding of federal and state regulations related to behavioral health

Licensure and Credentials:

Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or similar license is required.
