About the Role

We are a heavy civil construction contractor seeking an experienced Project Manager / Estimator to own public works and federal-aid projects from bid through closeout. This is a dual-role position for someone who thrives on both the preconstruction side — building accurate, competitive bids, and the execution side, driving projects to on-time, on-budget completion. The ideal candidate has a strong track record bidding and managing private or public work and understands what it takes to deliver under Oregon Standard Specifications.

What You'll Own

Preconstruction & Estimating

  • Perform quantity takeoffs, solicit and evaluate subcontractor and supplier quotes, and build detailed unit-price bids in HeavyBid.
  • Review plans, specifications, special provisions, and addenda to identify scope, risk, and opportunities.
  • Prepare and submit complete, compliant bid packages through eBids for ODOT highway and bridge projects and through OregonBuys for local public agency work.
  • Develop preliminary schedules, phasing plans, and cost models to support bid strategy.

Project Management & Execution

  • Lead assigned projects from notice of award through final acceptance, serving as the primary point of contact with the owner, engineer, and resident engineer.
  • Manage budgets, job cost reporting, and forecasting in HeavyJob and Spectrum; review progress estimates and reconcile against CPS pay items on ODOT jobs.
  • Build and maintain CPM schedules; update progress, manage float, and issue time-impact analyses as needed.
  • Negotiate and administer subcontracts and POs; review and process RFIs, submittals, change orders, and force account work.
  • Oversee field operations in partnership with superintendents and foremen, conducting regular site visits to verify progress, quality, and safety compliance.
  • Ensure compliance with DBE/ESB goals, certified payroll and prevailing wage (Davis-Bacon and BOLI), traffic control plans, erosion and sediment control, and all applicable federal-aid requirements.
  • Drive project closeout: punch list, final quantities, as-builts, warranty documentation, and final payment.

What We're Looking For

Required

  • 5+ years of progressive experience in heavy civil construction as a PM, estimator, or combined role, with demonstrated project ownership from bid to closeout.
  • Proficiency with HeavyBid and HeavyJob or similar is a plus.
  • Working knowledge of federal-aid project requirements, including DBE compliance, Buy America, and certified payroll.
  • Ability to read and interpret civil plans, profiles, cross-sections, and specifications.
  • Strong command of construction means and methods for earthwork, underground utilities, grading, paving, and/or structures.
  • Excellent written and verbal communication skills; comfortable representing the company to owners, agencies, and subcontractors.
  • Valid driver's license and willingness to travel to job sites.

Preferred

  • Familiarity with ODOT's CPS (Contract Payment System) and prime contractor prequalification process.
  • Experience with Bluebeam, AGTEK, Civil 3D, or Primavera P6.
  • Experience on CM/GC or design-build delivery methods.
  • Bachelor's degree in Construction Management, Civil Engineering, or related field (equivalent experience will be considered).
  • OSHA 30, flagger, and/or first aid certifications.
