Overview

Launch is dedicated to ensuring a brilliant start for all children. The HR Specialist is responsible for fulfilling the mission of Launch by ensuring that all employees and candidates have experience consistent with the organization’s values. Daily responsibilities include executing effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent; managing the pre-employment process; providing new employee orientation, onboarding and ensuring employee files are complete and managing the department interns and Launch program volunteers in collaboration with Program Site Managers. This position also provides back up to the HR Generalist for payroll, and may assist with other tasks as assigned.

Essential Job Functions

RECRUITMENT

  • Facilitates and implements all phases of the recruitment process
  • Collaborate with managers to identify and draft detailed and accurate job descriptions and hiring criteria
  • Enter new employee data into the HRIS to ensure accurate payroll processing
  • Identifies and implements effective recruiting methods and strategies based on the role, industry standards, and the needs of the organization.
  • Manage active requisitions, to ensure applicants are screened daily and non-selection notices are provided in a timely manner.
  • Schedules interviews; oversees preparation of interview questions and hiring and selection materials
  • Assists with the interview process, attending and conducting interviews with managers, directors and other stakeholders.
  • Collaborate with the hiring manager and human resource staff during the offer process, to identify and recommend salary ranges, incentives, start dates and other pertinent details.
  • Conducts the pre-employment process, ensuring all candidates are cleared and have passed the necessary background checks and requirements adhering to Washington State Department of Children, Youth and Families (DCYF), WAC and Launch organization requirements.
  • Oversee the new hire orientation and onboarding process for all employees, ensuring that employees have a positive and meaningful experience and have all benefit information for new hire enrollment.
  • Attends and participates in college job fairs and recruiting sessions.

EMPLOYEE ADMINNISTRATION AND SUPPORT

  • Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
  • Support the creation and maintenance of all employee files.
  • Lead ongoing employee file audits; ensure documents are stored and disposed of in accordance with record retention policies (including candidate resumes/applications, I-9).
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in talent management and human resources.
  • Manages employee verifications
  • Audits Merit to ensure employees have the proper credentials for their position or advancement. If not, appropriately notify the program for an education plan to be developed for the employee.
  • Provides backup support for the HR Generalist, which may include payroll duties.

COMPLIANCE

  • Assists with SOP creation in line with recruitment, onboarding and employee administration and support.

EMPLOYEE RELATIONS

  • In collaboration with the Human Resources Generalist, oversees the questions in the HR inbox, responding to inquiries through responding or collaborating with other HR team members for an appropriate response.
  • Provides counsel to People Managers on staffing and other hiring issues.
  • As a Values and Culture Expert, ensures employee behavior aligns with organizational values
  • Performs other duties as assigned.

Qualifications

Minimum Education, Experience & Training Equivalent

  • Bachelor’s degree in human resources or related field. A bachelor’s degree in an unrelated field may be considered if knowledge equivalent to a degree or work experience is demonstrated.
  • Knowledge of general HR practices equivalent to two years of HR work experience, to include HR compliance, new employee orientation, exit interviews and HR analytics.
  • Three (3) years of experience administering full-cycle recruitment.
  • Previous work experience supporting employees in multiple office environments strongly preferred.
  • Human Resource certification preferred.

Knowledge, Skills & Abilities

  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Ability to analyze data and processes 
  • Advanced MS Office skills, ability to create and edit Word documents, create spreadsheets and reports in Excel and ability and experience with Outlook, SharePoint and PowerPoint.
  • Excellent attention to detail
  • Ability to work independently, multi-task, and prioritize appropriately 
  • Ability to work on multiple projects simultaneously and meet deadlines 
  • Ability to work with high volume of transactions and maintain high level of accuracy 
  • Strong written and verbal communication skills 
  • A positive attitude and customer service orientation 
  • Ability to work flexible hours, including occasional evenings and weekends 
  • Demonstrated ability to maintain confidentiality 
  • Experience using HRIS and ATS tools, familiarity with ADP.
  • Prolonged periods of sitting at a desk and working on a computer.
  • General understanding of standard business and employment practices and laws. Familiarity with federal, state, and local labor laws preferred.
  • The ability to communicate effectively, professionally and empathetically in both written and verbal formats.
  • The ability to effectively work in a normal office environment and remotely.
    • Physical requirements include normal walking, prolonged periods of sitting at a desk and working on a computer; bending, twisting, standing and reaching activities and the ability to regularly lift items weighing up to 25t lbs.
  • The ability to travel to other Launch worksites as needed.

Condition of Employment

  • Ability to obtain and maintain requirements established by the Washington Department of Early Learning such as a completed portable background checks
  • Must attend any required training
