Job Title: Project Manager - HR
Employment Type: Full-Time with Benefits
Work Authorization: U.S. Citizenship is required due to federal government contract requirements.
Work Mode: Onsite in Washington, DC
Security Clearance & Compliance Requirements:
- Public Trust / Suitability Background Investigation (Tier 1/NACI or higher depending on specific Task Order requirements).
Position Overview:
The Project Manager will Provide supervision, management, and administrative support for the review of all requested OPFs and their transition to the eOPF system.
Responsibilities:
- Document status/progress in tracking mechanisms (spreadsheet or database).
- Conduct quality control reviews to check the accuracy of scanned HR documentation.
- Communicate with GAO points of contact on missing/incorrect documents and reconcile files.
Experience Required:
- Federal HR: Minimum four (4) years directly related to Federal HR (personnel processing, OPF maintenance, staffing) and working knowledge of federal benefits/programs.
- Project Management: Minimum three (3) years of project management experience.
- Federal Systems: Minimum three (3) years using eOPF, HRConnect, and NFC Mainframe/Reporting.
- PAR Processing: Minimum three (3) years with Personnel Action Request (PAR) processing.
- Digitization: Experience in large-scale digitization using FADGI 3-star guidelines, specifically eOPF digitization.
Preferred Skills:
- Proficiency in MS Office Suite (Outlook, Excel, Word, SharePoint).
- Proficiency with scanning equipment and quality control review for HR documentation.
- Knowledge of OPM’s Guide to Personnel Recordkeeping and NARA’s General Records Schedules 2.1 and 2.2.
Educational Qualifications:
- Bachelor’s Degree in human resources, business administration, or a related field.
Relevant Certification (Preferred):
- Project Management Professional (PMP).
