About the Role: We are seeking a Program Manager to lead a critical US Marine Corps Naval program supporting the Maritime Targeting Cell capability. The Program Manager will manage the full lifecycle, strategic planning, execution, monitoring, and scaling, for an advanced targeting fusion system (e.g. MTC-X, DCGSMC, FITE). You will serve as the primary liaison with USMC stakeholders, ensuring alignment with acquisition goals, while delivering on cost, schedule, and performance expectations. This role requires familiarity with modern Marine Corps targeting technologies and direct customer engagement to support continuous operational growth. You will be supporting delivery of next-gen targeting fusion capabilities for the USMC that directly support Force Design 2030 and CJADC2 objectives. Your leadership will help integrate muti-INT sensor fusion, accelerate sensor-to-shooter timelines, and redefine how Marines execute maritime targeting operations.
Responsibilities:
- Act as the primary point of contact for USMC government customers: managing expectations, defining requirements, forecasting schedules, and tracking budgets.
- In concert with your customer, define the next generation solutions that will increase mission effectiveness and program growth.
- Lead planning, milestone tracking, and risk management across program phases, including technical integration of target-to-shooter data flows, multi-domain intelligence fusion, and data distrobution.
- Oversee contracts and associated budgets; ensure earned value management (EVM) metrics meet performance targets.
- Assign responsibilities to staff/contractors based on strengths and domain expertise.
- Make informed decisions under dynamic program conditions and competing priorities.
- Ensure all program deliverables align with overall leadership objectives and anti-failure quality standards.
- Execute rigorous quality control during development, testing, evaluation, and fielding phases.
Required Skills & Experience:
- Demonstrated success managing cost, schedule, and performance across large-scale DoD or naval programs.
- Experience overseeing full lifecycle programs from planning to execution and growth.
- Knowledge of DoD 5000 acquisition processes, system development, and requirements refinement.
- Proven USMC naval technology exposure
- Working on Maritime Targeting Cell, DCGS-MC, FITE, MTC-X, AI/ML ISR, or Project Maventype systems is highly desired.
- Exceptional leadership and organizational capability with the ability to motivate teams and navigate complex operational environments.
- Superior verbal and written communication skills, particularly in briefings, performance updates, and customer outreach.
- Advanced skills in Microsoft Office Suite, including MS Project and PowerPoint, for schedule modeling and executive presentations.
- Preferred Skills & Experience:
- PMP or DAU certifications are highly desired.
- Should be willing to obtain using PMAT certification benefit within 6-12 months of hire
- Prior experience in US Marine Corps or Navy intelligence, targeting fusion, or Marine Littoral Regiments.
Education & Certification:
Bachelors degree in Management, Science, Engineering, or equivalent professional experience.
Citizenship & Clearance:
US Citizen, no dual citizenship and an Active Top Secret/SCI clearance.
Location: Remote (reside in the Washington DC, Northern Virginia, Maryland only) Will attend customer meetings in Quantico, VA 2x weekly.
Work Environment & Travel: Remote-first role with onsite government meetings ~2 days per week; up to 10% travel for customer engagements, team coordination, or business development.
