The OhioRISE Clinical Resource Specialist provides advanced clinical expertise to support children and youth with complex behavioral and developmental health needs enrolled in the OhioRISE program. This role partners with families, care coordinators, the community, and state stakeholders to guide high-acuity cases using trauma-informed and strength-based approaches. The Program Manager plays a key role in connecting youth and families experiencing complex behavioral health needs with community and state systems of care. This role requires strong relationship-building skills, clinical knowledge, and the ability to collaborate across systems.
The pay range for this position is $74,957.37-$85,505.20 annually based on experience, education, and/or licensure.
Essential Functions:
- Serve as the catchment areas (CME) internal clinical expert for Child and Family Team (CFT) meetings, providing guidance for high-acuity cases
- Provides clinical consultation to support trauma-informed, strength-based, and family-centered care planning within the scope of licensure
- Provides consultation on care plans, crisis plans, and safety planning for complex cases within the scope of licensure
- Utilizes knowledge and understanding of local and state systems to connect youth and families with complex behavioral health needs
- Supports clinical decision-making related to ongoing behavioral health care and needs
- Collaborates with OhioRISE staff and community partners to ensure coordinated, continuous care
- Utilizes clinical knowledge to align with OhioRISE standards, Medicaid requirements, and evidence-based practices
- Addresses barriers to the implementation and engagement of the OhioRISE Program and Wraparound philosophy at the model, community, and systemic levels
- Contributes to planning OhioRISE-specific trainings for quality improvement
- Utilizes databases and Electronic Health Record systems for accurate client documentation
- Maintain compliance with HIPAA, mandated reporting requirements, and professional ethical guidelines
- Travel within designated service areas
- All other duties as assigned
Minimum Requirements:
Education/ Licensure:
- A high school degree or GED equivalent is required
- A bachelor’s degree in healthcare, behavioral health or a related field is required
- A master’s degree in social work, Counseling, Psychology, Behavioral Sciences, or a related field is required
- An active licensure as an independent licensed social worker or professional counselor (LISW/LPCC) in the state of Ohio is required
Experience:
- 3–4 years of experience in mental or behavioral health services, including leadership or clinical consultation for complex cases, is required
Knowledge, Skills, and Abilities:
- Advanced communication skills, both oral and written is required
- Advanced organizational skills are required
- Proficiency in electronic health records, billing systems, and standard computer applications (e.g., Word, Excel) is required
- Advanced analytical, clinical judgment, and independent decision-making skills is preferred
- Knowledge of OhioRISE guidelines and requirements is preferred
- Knowledge of mental health, substance use disorders, and recovery-oriented care is preferred
- Knowledge of community service systems is preferred
- Knowledge of Medicaid regulations and procedures, licensing and certification requirements, and other state and federal regulations relating to the healthcare industry is preferred
- Knowledge of all local, state, and federal guidelines pertaining to HIPAA privacy standards and laws is required
- The ability to maintain confidential information is required
- The ability to bill Medicaid without restrictions is required
- A valid driver's license and the ability to operate a motor vehicle are required
- An appropriate level of auto insurance coverage is required
- Access to reliable transportation is required
- Ability to manage deadlines within a fast-paced, high-volume environment is required
- The ability to operate in an Internet-based, automated office environment is required
- The ability to maintain a high-speed internet connection is required
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer is required
- Must be able to lift up to 15 pounds at times
