Job DescriptionJob Description: Acquisition Cost Estimator IIPosition SummaryThe Acquisition Cost Estimator II will provide professional cost estimating and financial analysis support to the Joint Tactical Networking Center (JTNC). The position requires applying advanced cost estimation methodologies and tools in support of program planning, acquisition strategies, budget development, and lifecycle cost management. The incumbent will contribute to acquisition documentation, cost analysis reports, and program evaluations to ensure compliance with Department of Defense (DoD) requirements and JTNC objectives.Key Responsibilities
- Develop independent government cost estimates (IGCEs) in support of acquisitions, program planning, and contract actions.
- Conduct cost-benefit analyses, trade-off studies, and sensitivity analyses to support decision-making.
- Support the preparation and review of Program Life Cycle Cost Estimates (PLCCEs) and Program Objective Memorandum (POM) documentation.
- Assist in Earned Value Management (EVM) analysis and provide assessments of contractor performance against cost, schedule, and technical baselines.
- Analyze historical cost data, learning curves, and parametric models to develop defensible estimates.
- Prepare and deliver cost reports, briefings, and white papers to JTNC leadership and stakeholders.
- Support compliance with OSD, Service, and NAVWAR financial management and acquisition directives.
- Collaborate with acquisition managers, program analysts, and financial managers to ensure cost inputs align with program requirements.
Qualifications
- Bachelor’s degree in Business, Economics, Finance, Mathematics, Engineering, or a related field.
- Minimum of 3 years of experience in cost estimating, financial analysis, or acquisition support, preferably within the DoD environment.
- Knowledge of DoD acquisition processes, Planning, Programming, Budgeting, and Execution (PPBE), and Federal Acquisition Regulations (FAR).
- Proficiency in cost estimation tools such as SEER-H, SEER-SEM, ACEIT, PRICE, or equivalent models.
- Strong analytical skills with experience in data collection, statistical analysis, and model development.
- Familiarity with Earned Value Management (EVM) and life-cycle cost estimating practices.
- Ability to prepare and deliver reports, briefings, and presentations at senior leadership levels.
- Active Secret clearance required; TS/SCI eligibility preferred.
