GENERAL DESCRIPTION
This position performs a variety of clerical duties to provide support for the Justice of the
Peace for Burnet County, in accordance with office procedures. Performs
independently, within departments policy and procedures, referring administrative
problems to the Judge. This position requires occasional supervision of the part-time
clerk, procedures for court filings and entering new cases, etc., from the Judge. This is a
full time position of 40 hours a week.
ESSENTIAL RESPONSIBILITIES AND DUTIES
1. Collect, count and disperse money from fines and fees for Justice Court. Do
basic bookkeeping, recording transactions of financial records and making
daily deposits.
2. Communicate with customers who come into the office, call on the phone, email the Judge or otherwise.
Verify that a plea has been made and explain information regarding
options for defendants offenses.
Explain procedures for filing civil suits.
Explain the right of Trial by Judge or Jury.
Address complaints, take messages and direct them to the proper
agencies, return calls as needed, screen phone calls, and keep
current notes in file jackets and in computer and keep all records
current.
Set appointments for Judge with defendants and/or Juveniles with
Parent or Guardian.
3. Create civil suits in the computer, compile all related records, organize and
set hearing dates, mail out notices and judgments to appropriate parties,
dispose and file.
Assist the Judge in handling all matters before the Court; in office or in
Trials during hearings.
E-mail the District Court Coordinator for request for courtroom prior to
trials and post hearing notices for Courtroom 2 hearing on board in
hallway, near the courtroom, 24 hours prior to hearings, for JP2 court.
Continue administration of the office in absence of the Judge.
4. Create any new Class C misdemeanor tickets and complaints in the
computer, compile all related records, send out notices for trials and
hearings, assist the County Attorney during pre-trials and trials, as well as assisting the Judge, dispose and file.
5. Create any new free-standing warrants, EPOs, mental commitments,
warrants and any related documents, create inquest information and input
death certificates information on-line, keep records and file.
6. Operate office machines such as computers, phone systems, copies,
scanners, fax machines and calculators. Must leave message on phone of
any Jury trials that have been scheduled, to either appear as required or if
case has been cancelled. Leave message on phone of any holiday closings.
7. Keep custody of court records: Inquest Docket; Magistrate Docket; Juvenile
Docket; Parks & Wildlife Docket; Traffic Docket; Criminal Docket; county and
District Warrants; Fail to Attend School Docket; Small Claims Docket; Justice
Civil Docket; Eviction Docket; Community Service Docket; Non-Traffic
Docket; Mental Commitment Docket; Administrative Docket; Appellate
Docket; Emergency Protective Order Docket; Magistrate Warnings and
Financial County and State reports, OCA Monthly report, County monthly
audit report and daily receipt and balance report.
8. Open, sort and route incoming mail, answer correspondence and prepare
outgoing mail.
9. Schedule weddings, keep courtroom schedule, verify information on citations
and complaints and set up file on docket jackets.
10. Enter or remove a violator with a warrant into Omni base and maintain
records for the Omni base system.
11. Process and prepare official documents for the court in the form of letters,
notices, subpoenas, citations, warrants, monthly reports and OCA reports
online.
12. Maintain and update mailing addresses, case information using the computer
and notation.
13. Review files, records and other documents to respond to public requests,
Attorneys, Judges and other entities that deal with the court.
14. Regular attendance and timeliness is required.
ADDITIONAL RESPONSIBILITIES
1 Attend specialized training: 18 hour, yearly continuing education course.
Attend specialized training, for court certificate (after 18 months). Train new
employees.
2 Run errands for the office including going to the bank for change, post office,
get supplies needed for court.
3 Any other duties as assigned within the scope of the department.
EDUCATION REQUIREMENTS
High school diploma or equivalent minimum requirement.
Additional training beyond high school desired minimum requirement.
EXPERIENCE AND SKILLS
Minimum of 1-year office experience with computer software knowledge and
typing skills required.
Requires knowledge of principles and processes for providing customer
services. This includes customer needs assessment, meeting quality
standards for services and evaluation of customer satisfaction.
Requires knowledge of administrative and clerical procedures and systems
such as Word Perfect, Windows, Odyssey, OMNI base system, copy
machine, fax machine and calculator. Managing files and records and
completing forms and reports and other office procedures and terminology
Requires knowledge of the structure and content of the English language
including the meaning and spelling of words, rules of composition and
grammar.
Requires knowledge of basic arithmetic including adding, subtracting,
multiplication, division and percentages. Must be able to choose the right
mathematical method or formula to solve a problem.
Requires knowledge of basic bookkeeping and accounting principles and
practices including banking and reporting of financial data.
Must be an active listener and give full attention to what other people are
saying, taking time to understand the points being made, asking questions as
appropriate and not interrupting at inappropriate time. Dealing with all types
of personalities, you need to be able to observe their body language and their
attitude, to know how to communicate with them.
Must understand written sentences and paragraphs in work related
documents.
Must be able to verbally communicate with others. Must be able to speak
and talk to others to convey information effectively. Must also speak clearly
so that others can understand you.
Must communicate effectively in writing. Must also have the ability to read
and understand information and ideas in writing.
Must have the ability to concentrate on a task over a period of time without
being distracted. Learn working effectively, doing multitasks at different time,
answer incoming phone calls and assist walk-ins.
Must be bonded, as a county employee for collections of money. May be a
notary public for State of Texas as court clerk, if the Judge prefers it, but can
notarize sworn statements for documents of the court, without being a notary
public
PHYSICAL DEMANDS AND WORK ENVIRONMENT
The physical demands described here are representative of those that must be
met by an employee to successfully perform the essential duties of this position.
The employee is frequently required to talk, see, sit, stand, kneel, walk, climb,
feel, use fingers to type and handle paperwork and arms to reach. The
employee is required to sit for prolonged periods of time. The employee must be
able to lift up to 40 pounds occasionally. Specific vision required by this job
includes up close and distance vision.
SPECIAL CONDITIONS
Employee must maintain a valid Texas Drivers License and insurance for their
vehicle which may be used to run errands occasionally. May require occasional
overtime. Requires proper business attire worn daily.
