Summary

The purpose of this position, the Public Works Operator, is to act as the Assistant to the Director of Public Works (DPW) with their duties in their absence and cover any shift when necessary. This position works closely with the Wisconsin Department of Natural Resources (WDNR) to ensure compliance with all City utilities with State and Administrative rules, policies and laws.

This position involves continual contact with citizens, public officials on City, State, and Federal levels, engineering consultants, and other public utility personnel in the administration of the City’s public works activities – telephone, gas, electric, cable, garbage, etc.

Work Schedule

This is a position with a 40-hour workweek scheduled on the days of Monday through Friday, with rotational Water and Wastewater Treatment Plant testing on weekends. Although a 40-hour workweek is scheduled, the time commitment to this position depends upon the task(s) and job duties, that need to be completed within deadlines. This schedule may be modified and/or be changed, depending upon the needs of the City.

Essential Duties & Responsibilities, assist the DPW as needed and in their absence, including, but not limited to:

· Attend meetings as arranged by the City Administrator in the absence of the DPW.

· Give a report during meetings and provide information to the City Administrator that may impact their departments or when assistance is needed.

· Operator of all City owned and/or operated utilities:

  • Perform duties over all utilities;
  • Be responsible for carrying out all tasks as requested by Mayor and City Council
  • Make necessary arrangements for any water main breaks or wastewater main line backups, and restore service to customers as promptly as possible;

o Assist other public works employees with duties when necessary.

  • Water Utility duties are to ensure the following are completed:

o Daily inspection of wells;

o Read daily pumping usage;

o Daily chemical usage and routine maintenance of chemical feed pumps;

o Flushing of hydrants;

o Repair water main breaks;

o Read water meters quarterly, and test and repair water meters;

o Enter WDNR monthly reports on WDNR website;

o Prepare Consumer Confidence Report annually;

o Prepare Tier II Emergency Management report annually;

o Complete any testing required by WDNR.

· Wastewater Utility duties are to ensure the following are completed:

o Daily lab work – ph levels, CBOD, SS, dissolved oxygen, and other testing as required;

o Record daily flow charts of influent and effluent;

o Check digester levels;

o Routine maintenance on SBR’s, EQ Tank, Grit Screen Operation, Reed Beds and chemical feed pumps;

o Assist in Wastewater main breaks;

o Respond to sewer & water call-ins;

o Check lift stations;

o Do routine maintenance on sewer equipment;

o Enter monthly sewer reports on DNR website;

o Prepare CMAR report to DNR annually;

o Make sure WWTP permit requirements are being met;

o Complete all required DNR testing.

· Celebrations assistance:

o Put up flags when needed;

o Block streets or put out barricades as needed;

o Put up and take down Christmas decorations;

o Set up for fireworks for 4th of July.

· Assist with the preparation, implement, and enforce policies as directed by the DPW, City Administrator, and/or City Council.

· Attend City Council meetings in the absence of the DPW to answer any questions about projects and provide updates if needed.

· Other duties as assigned.

Knowledge, Skills & Abilities

· Have an understanding of the operation of all office equipment such as a computer, printer, copier, fax machine, scanner, and calculator/adding machine;

· The ability to prioritize duties and manage multiple competing priorities in a confidential and professional manner;

· Must possess Intermediate to advanced computer skills;

· The ability to use Microsoft Word, Excel, Outlook and other software programs to meet the needs of the position is essential;

· Plan, organize, and implement routine and special projects assigned by the DPW or City Administrator or their designee;

· Be able to work and act in a professional manner and exercise independent judgment in the resolution of administrative problems;

· Must be able to work independently in a fast-paced environment;

· Attention to detail is a must;

· The ability to communicate clearly and effectively is required;

· Ability to establish and maintain a working relationship with public officials, contractors, employees, citizens, and consultants;

· Provide support to the DPW with budgeting and financial preparation.

Criteria to Qualify for this position:

· Proficient with mathematical problems;

· Good verbal and written English communication skills;

· Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions;

· Possess and maintain a valid Wisconsin driver’s license and a good driving record;

· Current, or the ability to obtain within four (4) years of appointment, Wisconsin Department of Resources required certification(s) needed to operate Water and Wastewater Treatment Plants and systems for the City of Mondovi;

· Maintain all required WDNR’s certifications needed to operate Water and Wastewater Treatment Plants and systems for the City of Mondovi; and complete continuing education training as required.

Desired Qualifications:

· Experience in a public agency;

· Customer Service skills and/or experience.
