Job Description:
We are seeking a dynamic and results-driven Project Manager to lead and oversee complex initiatives at the Department of Health and Human Services (DHHS) in Washington, DC. This role requires strong leadership, strategic planning, and deep experience managing large-scale or mission-critical government projects.
The Project Manager will be responsible for driving project execution from inception through completion, ensuring alignment with program goals, compliance with federal standards, and delivery within scope, schedule, and budget constraints.
Key Responsibilities:
- Provide full lifecycle project management support for large and/or complex projects or significant components of broader enterprise initiatives.
- Lead cross-functional teams, including business, technical, and stakeholder groups, ensuring collaboration, transparency, and successful delivery of project outcomes.
- Identify, analyze, and resolve complex project-related issues related to schedule, technology integration, resource allocation, risk mitigation, tools, and financial management.
- Develop and implement project governance frameworks, communication plans, and reporting mechanisms tailored to the needs of DHHS stakeholders.
- Provide strategic applications systems analysis for current and future-state planning, including system selection, development, maintenance, and operational support.
- Manage project documentation including charters, schedules, budgets, risk registers, work breakdown structures (WBS), and performance metrics.
- Establish and maintain effective relationships with internal and external stakeholders to ensure alignment with federal regulations, compliance standards, and program priorities.
- Recommend improvements in project methodologies, tools, and technology stacks to drive continuous improvement and cost-effective delivery.
- Deliver project status updates, executive briefings, and performance reports to agency leadership and oversight bodies as required.
Required Qualifications:
- Proven experience managing large-scale IT or business transformation projects within federal or public sector environments.
- Strong background in project lifecycle management, stakeholder engagement, resource planning, and risk mitigation.
- Demonstrated ability to resolve complex problems and lead diverse teams in high-pressure environments.
- Familiarity with federal acquisition regulations (FAR), compliance standards, and performance reporting requirements.
- Strong understanding of enterprise application systems, including planning, development, testing, implementation, and support.
- Excellent communication and leadership skills with the ability to present complex ideas clearly and concisely to both technical and non-technical audiences.
